I stay in Chennai and my ...

Ration Card

I stay in Chennai and my brother in law is also staying in the same city for over ten years. But he has not got a ration card so far. When I ask him the reason he says it is a cumbersome procedure to get a new ration card and that is why he has not been applying for the same. (His name or his wife's and his children's names are not included in any other ration card.)

Please inform the procedure for applying for a new ration card. In case you are residing in State other than Tamil Nadu you can highlight the procedure in your State, so that it will be of use for other members also. Incidentally, also tell the procedure for adding a new name -- say the name of daughter in law after the marriage of son. Thanks for your suggestions/advice which will be useful not only for my people but also for others.

Hi,

These are the instructions to obtain a Ration Card in Chennai.

You need to fill in the form from the website - http://www.tn.gov.in/appforms/ratio…

Print it and fill it in.

Deposit it at your nearest Zonal PDS Office and get a form for applying the card.

You would have to give to the office a copy of your Address Proof and Identity Proof [Voter ID card or Driving License].

After that fill it and submit,the officer from the Civil Supplies Office of your area will come to visit your home to check personally,ie, as per the address mentioned in the Registration Form as well as the Address Proof and Identity Proof.

After Verification is done , you will get the ration card within 60 days.

When applying, you may have to get a Affidavit made, to state that your Brother in law has not held a ration card elsewhere and this is the first time he is obtaining a Ration card. This is needed since the Application Form will ask for details of your Previous Ration card. If in case, your brother in law has held a Ration card in the past, you can fill in those details.

You can Contact Assistant Commissioner of Civil Supplies/Taluk Supply Officer of your area, if there is an extended delay.

Eligibility and procedure to apply for a new ration card

The following rules apply for getting a new ration card :

1. Who are eligible to get a new and separate family card ?

The applicant and his/her family must be Indian citizens

The applicant and his/her family must be living and cooking separately

The applicant and his/her family must be ordinarily resident in Tamil Nadu

The applicant or his family members must not possess any family card in any State in India

The applicant or any of his/her family members must not be a member in any other family card in Tamil Nadu

The applicant and members of the family must be close relatives

2. Is there any prescribed application format ?

Yes, Government of Tamil Nadu has prescribed an application format in English and application format in Tamil as well. This formats are available on the Website. User would need to download Adobe Acrobat Reader to use these forms and then print them out.

3. To whom should the application be sent ?

In Chennai city and its belt areas, filled in applications with documents must be filed with Assistant Commissioner of Civil Supplies of the zone in which the applicant lives. Applicants can contact the above offices over telephone if there are doubts over the jurisdiction office of the area in which he/she is resident.

In districts other than Chennai, Taluk Supply Officers of the Civil Supplies and Consumer Protection Department or Assistant Rationing Officers (in Coimbatore city) concerned of the area in which the applicant lives is competent to receive applications for family cards.

Applicants are requested to obtain an acknowledgement slip at the counter in the Assistant Commissioner's or Taluk Supply Office concerned.

Applicants may also chose to send the application by post. However, it would be wise to send it by Registered Post with Acknowledgement Due (RPAD) to ensure that there is proof of submission.

Civil Supplies and Consumer Protection department will be launching a full online application service by September 2008

4. What are the documents that must be attached with new family card applications?

Application (in the new format above) should be filled up completely, signed or thumb-impression and submitted along other documents below. Incomplete forms are liable for rejection. The following documents need to be attached:

Proof of applicant's current residence in Tamil Nadu (copy of original document)

Election Photo Identity Card (EPIC), OR

Property tax payment receipt in case of own house (current year), OR

Electricity Bill (last month), OR

Telephone Bill (last month) , OR

Front Page of Bank Pass Book, OR

Allotment orders in respect of persons residing at houses allotted by Slum Clearance Board, OR

Passport, OR

Currently valid tenancy agreement (in case of rented house), AND

Surrender Certificate along with relevant family card issued by the card issuing authority if any card is issued in the previous address, OR

Name Deletion Certificate from the parent or guardian family card or Non-inclusion of name Certificate issued by the card issuing authority in the previous address, OR

No card certificate issued by the card issuing authority, if there is no family card in the previous address, AND

Particulars regarding earlier application for family card, including registration number and details of rejection, if any? AND

Details of LPG connection, if any, with details of name of consumer in whose name it is registered, consumer number, LPG agency and Oil Company name. AND

Mobile Number or Email addresses may be filled up in the format to enable this department to send an automated message (to be activated by end 2008) to the applicant on the status of the application. AND

A self addressed and stamped postal cover or postcard to enable the office to communicate the results to the applicant.

5. What is the procedure for processing my family card ?

The application filed by you is sent for field verification. The officer carrying out the field verification is supposed to inspect the applicant's house and kitchen to ensure that the applicant is living and cooking separately and also to verify the use of LPG by the family.

When the officer reports at the applicant's house, the applicant may ask the officer for proof of identity (official ID card) before letting him inspect the premises.

Civil Supplies and Consumer Protection Department is very concerned about the integrity of the officers and conduct in public offices. Applicants are free to report any indecorous behavior or demand for payment of bribes by any inspecting or office staff of the department by telephone or email to the Commissioner, Civil Supplies and Consumer Protection.

The inspection is to be carried out with 30 days of the application being filed with the AC or TSO office. In case, the inspection by the officer concerned does not happen within 30 days, please speak to the Assistant Commissioner or Taluk Supply Officer concerned.

Thereafter, if the application is found fit by the Assistant Commissioner or Taluk Supply Officer concerned as per the above eligibility conditions, then the application is approved and sent for printing of the family card.

6. Will the applicant get any information about the result of his/her application ?

Applicants are requested NOT to get in touch with the AC or TSO offices (unless filing additional documents) earlier than 30 days, to avoid unnecessary workload on the offices of this department. This will enable us to serve you better.

As soon as the application is filed, the applicant must collect the acknowledgement slip with the office seal, date of application, serial number and date of final disposal.

Government of Tamil Nadu has fixed the time limit for passing orders on applications for new ration as 60 days from the date of application.

Once, the application is found eligible for issue of a new family card, the card is sent for printing. As soon as the printed card arrives in the office, the Assistant Commissioner or Taluk Supply Officer has to send a post card to the applicant requesting him/her to collect the ration card in person with the acknowledgement slip within 15 days.

In case the application is rejected, the Assistant Commissioner or Taluk Supply Officer has to send a post card to the applicant indicating the reasons for rejection within 60 days of the application date.

If a Mobile Number or Email address has been specified in the application format, Civil Supplies and Consumer Protection department will send an automated message (to be activated by end 2008) to the applicant on the status of the application as soon as the application is decided upon.

7. Is there any fee for a new ration card ?

To add a name After the marriage of a new couple:

• Go to the nearest Food and Civil Supplies department offices and collect the application form

• Fill it properly with desired state name where you wish to get the new Ration Card

Submit it with the photo copies of following documents and take care that the original copies are also with you; these may be required for the verification purposes at the time of submission:

• Your marriage registration certificate.

• Wedding invitation card.

• Modified bank account after your marriage.

• Joint LIC policy of new married couple.

In case of a new born baby:

• A person needs to go to the district collector office.

• He or she has to find the food and commodities section there.

• Approach for a new Ration Card in the name of the new born baby.

• Collect the application form.

• Fill up the form properly with the name of the new born baby.

• Specify the relationship as applicable.

Once the above mentioned steps are done, the person needs to submit the application with the proper documentation.

I have furnished the procedures for obtaining fresh ration card, surrendering, addition of names etc, herebelow: 1.You have to fill in an application form available at any of the five range offices of the Food and Civil Supplies department. 2• You will also need your voter identity card, and a court fee stamp of Rs 2. 3• Attach proof of residence. For this, you can offer any one of the following - rent agreement document, tax paid receipt, telephone bill, gas bill, electricity bill, bank passbook; even a letter mailed to the house will do. Submit these at the jurisdictional range office. Submit the documents and get an acknowledgement. An inspector from the department will visit your residence to check if you really reside there, after which he sends his report to the office. And the ration card is ready for you to collect in less than a month. On the day you go to receive your card, pay Rs 45, and get a computerised card, complete with your photo in it. Surrender certificate In case you are applying for a ration card and you have held one earlier at another place, you have to get a surrender certificate from the previous place. A ration card will be issued afresh on the same day. Deletion certificate In case there has been a bifurcation in the family, if a member has married and moved away, the name has to be deleted. For this you have to get a deletion certificate and apply with the other documents. The card will be issued on the same day. Addition certificate If a child's name is to be included, produce the birth certificate. If you don't have one, get a certificate issued by the school authorities. The card will be issued on the same day. According to officials at the Food and Civil Supplies department, there are three kinds of ration cards issued - yellow (earlier green) for those below the poverty line; blue card or the photo card for those above the poverty line; and the white card or what is called the honorary card, for those who want the card only for address proof purposes and not for rations. This is issued within 10 days of your applying for it.

There is aprescribed application format can download the format and use these forms and send them If you are living in the Chennai and the belt areas the filled applications and other needed documents should be filed with Assistant Commissioner of Civil Supplies of the Zone in which you live. If you live in the districts other than Chennai, you will have to get in touch with the Taluk Supply Officers of the civil supplies and Consumer Protection Department or the Assistant Rationing Officers concerned of the area in which you live. They are competent of receiving the applications for the family cards. You have to obtain an acknowledgement slip at the counter of the concerned officer where you submit your application forms. You can also send it by Registered post with acknowledgement due to get the proof of submission.

The Process / Procedure Your application will be sent for field verification to check the address, house and the kitchen and verify LPG connection, address etc. Whe he comes for a check upyou can ask for a Proof of Identity / official ID card. The inspection is supposed to be carried out within 30 days of the application filed date. If it does not happen, please get in touch with Assistant Commissioner or Taluk Supply Officer concerned. If the application is found fit by the Assistant Commissioner or Taluk Supply Officer concerned as per the above eligibility conditions, then it will be approved and sent for printing of the family card.

You are asked not to get in touch with the AC / TSO offices earlier than 30 days unless filing other documents are needed. You can collect the acknowledgement slip as soon as you file the application, which has the date of application, Office seal, serial number and the date of final disposal. The Government of Tamil Nadu has a fixed time of 60 days as time limit for passing the orders on application for family cards. As soon as it the application is approved the card is sent for printing. Once the card reaches the AC's office, you will be sent a post card telling you the same and asking you to come and collect the family card. As soon as the applicant receives intimation that his card is ready, he can collect the card in person, any week day or on the date if any provided on the intimation. You will have to surrender the acknowledgement slip issued at the time of the submission You are requested to keep a copy of the outer covers of the ration card in safe custody to enable applying a duplicate card incase the original is lost or stolen.

***** Every family residing in the State of Tamil Nadu will be entitled to a ration card under the Tamil Nadu Scheduled Commodities (Regulation of Distribution by Card System) Order, 1982 as prevalent from time to time. The following procedure will be followed for the issue of ration cards:- 1. The criteria prescribing eligibility and procedure for issue of ration card will be widely publicized and made available to any citizen on demand. 2. Simple application forms in easy language will be available at Taluk Supply Offices in District/Assistant Commissioner's office in Chennai city for being filled by the applicants for ration cards. Two passport size photographs (black and white) are required-one to be affixed in the application form and another for printing/affixing in the ration card. 3. Special arrangements will be made at the Taluk Supply offices in the District/Assistant Commissioner of Civil supplies office in Chennai city to help the applicants to fill up the forms and to explain the procedure followed before ration cards are issued in their favour. 4. Every application for ration card will be duly acknowledged on the spot and given a suitable registration number. 5. The acknowledgement slip will indicate the date on which the ration card can be collected in case all information as required have been correctly given. 6. In case the ration card is not ready for collection on the date specified in the acknowledgement slip, due to unavoidable administrative reasons or for re-verification of details etc, the reasons for the delay and the likely date by which the card will be available will also be invariably intimated. 8. The officials and staff who may have direct contact with the public in regard to issue of ration cards, will wear name-badges and will attend to the needs of the public courteously and promptly. 9.The names of officials, their designation, telephone numbers and addresses to whom grievances/complaints relating to delay or rejection of application for ration cards could be addressed, will be prominently displayed at the concerned office premises. 10. All grievances/compolaints and other correspondence will be duly registered and acknowledged on the spot if made in person across the counter or and if received by post within 7 days from the date of receipt. 11. Final replies to such grievances/complaints will be issued within 30 days. 12. Stringent measures would be taken for detection of bogus and unauthorized Ration Cards through a system of surprise checks. 13. The criteria for identifying those Below Poverty Line to be covered in TPDS will be transparent. 14. Complaints/grievances regarding inclusion or non-inclusion in the Below Poverty Line target group will be dealt with by the Taluk Supply Officer in the District/Assistant Commissioner of Civil Supplies in Chennai City. 2) The Civil Supplies Department will formulate and implement fool-proof arrangements for delivery of food grains and other essential commodities to Fair Price Shops and for its subsequent distribution to the intended beneficiaries through the shop in a transparent and accountable manner. The State will devised credible financial and administrative arrangements, so as to ensure the physical movement of the allotted food grains to the Fair Price Shops and subsequent issue to the beneficiaries. 3) Inspection and Checking To make the system more effective and efficient and to introduce an element of accountability, we have prescribed an inspection schedule for all offices under the Civil Supplies, Revenue and Co-operation Departments. During these inspection, the quality and quantity of commodities being supplied through Fair Price Shops, smooth functioning of the Fair Price Shops with reference to opening and closing time of Fair Price Shops, the premises of wholesalers of Kerosene etc., will be checked.

Procedure:

The application for the issue of a new family card has to made in the prescribed application form from the card-issuing authority, namely the Assistant Commissioner of Civil Supplies in Chennai City area and from the Taluk Supply Officers in all other districts. It has to be submitted along with a passport-sized photograph of the head of the family.

Time Taken:

The time prescribed for the issue of a new family card is 12 months after due Door Verification process.

Hi Anonymous, There is a prescribed format for sending in your requisition of a new ration card. You will get this from the cvil supplies office in your area. Get the format and fill in the same and submit along with the required documents such as address proof, income certificate, two photographs of the person in whose name the card is to be issued to civil supplies office. After verification of the same the civil supplies office will intimate you regarding issuance of new ration card and when and where you have to collect the same. The PDS has extended the validity of the existing cards for a further period of one year -till Dec 2011 at the end of which new ration cards will be issued to all card holders. So if you apply now for a new card you will be getting the same without much difficulty. Pls note that if the name of the applicant is included in any other ration card- say in his parents card- it should be deleted from that card and xerox copy enclosed along with yr application for new ration card.

You have to approach the District Food and Supplies Office in your area in Chennai with application for issuing a new Ration Card. You will have to produce your Identity Proof, Residence Proof and list of your dependent family members to be included in the Ration Card with their birth certificates. Also you may have to sign the relevent forms required and submit the proofs required for the same. The SDM if your Block/Tehsil Office is also a competent authority to accept the Ration Card application. Best wishes.

You can apply for a ration card using the form at this link http://www.tn.gov.in/appforms/ratio… The duly filled application has to be submitted to the office of Assisstant commissioner, Department of civil supplies, for your respective residential area. The application should be accompanied by address proof and two passport-sized photographs. Every application for ration card will be duly acknowledged on the spot and given a suitable registration number and the acknowledgement slip will indicate the date on which the ration card can be collected in case all information as required have been correctly given.

you approach the Taluk office of your area where the new application form for Ration card is avilable, fill it & subit it with the photograph to the concerned clerk in the taluk office. they will come to your home & verify the facts in your application form. after 2-3 months they will issue the RATION CARD. TWO TYPES RATION CARDS 1.APL - WHITE 2.BPL - RED/GREEN

APL- ABOVE POVERTY LINE. NO RATION MATERIAL SUPPLIED, ONLY FOR IDENTIFICATION PURPOSE. BPL- BELOW POVRTY LINE, THE OPPSITE TO ABOVE

As you are in tamilNadu, the govt will send an invite in public forums and newspapers on the date on which the application forms will be issued.Or otherwise you can go check with the civil supplies dept for any details on particulars you need to attach.
