Keeping in view of the recent attacks in Mumbai,i feel that it is the responsibility of each and every individual to co-operate with government in combating terrorism.At the same time government also should start taking stringent measures to protect people.I suggest the following actions by the people and and government.
1.The people should be always vigilant and not take things lightly.Many times we observe that if any baggage/covers left on road side people are not bothered and they feel that it is not their duty to inform police.This attitude of people should change.
2.When ever some attacks takes place people should stop criticising government and other communities.When somebody comes from the other country why should we blame each other.
3.Irrespective of community we should all work together.
4.There should a ban on media freedom.In the recent attacks media played an idoitic role by showing the movements of our brave commandos and this led to the loss of lives and also the terrorists know the movements of the commandos.
5.Also by frequently showing the clips the TV channels behaved foolishly and this hurted the morals of the people.
6.As part of the steps to be taken by the government,they should stop vote bank politics.Just for the sake of muslim votes they are not taking any action on these terrorists.
It is very sad that even today we have not punished the culprits of parliment attack.
The courts are also behaving foolishly by saying that there are no proofs against the terrorists and they grant them bail.This system should change.

If we look at every country, western countries are largely successful due to the sacrifices made by their citizens. India's citizens need to make an effort at contributing ideas on how to tackle the menace of terrorism. What can we, I would like to hear your ideas? CM Modi stated he would put into place a 3 layer defence in the costal waters off Gujurat, which is a great idea in such short time! What else, how about the camera's or CCTV's.....they seem to be old and outdated, should be modernized and connected with incentives given to shopkeepers for putting such cameras up. Sort of like creating a ring of cameras in London. But this should'nt just apply to big cities, this has to be a Pan India effect. Our borders need to be thourgly secured with fencing and mine fields. We should employ counter terrorism teams, highly paid teams with huge bounses paid out if they defeat present measures. This would allow us to correct defects or any missed loopholes. Any exteemist idelogy has to be roooted out, therefore a greeat deal ofmanpower has to be hired by intelligenc agencies, as bakery owners, barbers etc, just to monitor situations. The media at times has to work hand in hand with the government. There should be a media black out when such events take place temporarily, at least to prevent info being leaked to terrorist which could aid them and harm our security personnel. Also, the media has a duty not to report weakness of security establishments, which can give terrorists future targets. Responsibility is the key! Training is one thing, but our soldiers and cops don't seem as if they get enough use out of guns. Increase it,give them scenarios such as the current Mumbai crisis. Helmets should not have a high gloss finish, because light reflects off the helmets which allows enemies or terrorists to pinpoint positions. We need to start looking at sci fi to create more tech. It may sound stupid but the reality is that many themes and weapons used in current movies actually exist in real life. Obviously, not far fetched items but look at laser and microwave weapons which the US army has developed. How about equiping counter terrorism teams with camera wires that slip underneath doors, I mean it exists but we don't have it. How about proper bullet proof vest not flak jackets or guns that can shoot around corners. Damn it, how about hovercrafts and speed boats, not one or two that can perform proper surveillance on the entire indian coast. China is all about image...isn't it time we show a hip and mobile India.....shave the freaking moustaches off. Its about time (nothing to do with tech but with look----> change world perception!
My point is that we listen to these special groups we set up but we never heed their advice or take too long to implement necessary change before its too late. Our bureacy is inept, corrupt and extremely inefficent. Correct it, Look at Mayor Bloomberg's 3-1-1 intiative (pls look it up, it could help india, big time). Indians in India need to open their minds and stopping thinking "they are the best" mentality, instead ytake the best and use it and build upon it. One example is the whole world is thinking about using hemp shooping bags they the way they use in parts of India instead of plastic shopping bags. Instead, we are trying to push the use of plastic bags. Come on! In the future there may be a war with China, what are our options even though we are the underdogs. Look at their weaknesses and counter and improve our strengths and weaknessess. Why haven't we set up a full fleged Cyber attack wing? Every poltican and soldier has to read the "The Art of War." Increase penalties, fix our judicial system, bring back the death penalty and use it. Enforcement is key! We, indians, need to be hard on each other in order to change our old habits. If 100,000,000 people are smart and knwo everything, what;s the point when the rest are dumd and illerate. Unless, we enforce change we won't see change. We don't have to be harsh like the chinese but in betweensoft and hard in our attitudes, at least enough to show that change is better and show there is more opportunity. The key is to be extremely strict on crime. Have criminals do road work, farming, etc things that benefit the public. Anyway I'm done....sorry I was pissed about the sad state of affairs. I would love to see Pakistan and India, even other South Asian countries unite one day and become as powerful as the European Union. Leave the past in the past and move forward, follow religion if you must but leave it at home once you come outside and just treat other with respect reargless of caste, gender or whatever. Unite, China is all about reeducation and one people, the HAN. We're too smart for our own good. Peace Brothers!
Never impossible...difficult indeed...but possible! How does China do it. We need something like the Peace Corps...or how the Israelis make it mandatory for everyone after college to go to one year of miltary training at least. here, we could push ideas and thoughts. Have a muslum, a hindu, a christian, a buddhist and a sikh, a jain ,etc live together. they must not be allowed to cling on those who share the same fate but build bonds with people of different backgrounds. Don't forget backward castes and tribals. Build trust....tell the problems india faces and how they have to work hard to change it now. Now this really depends on the superviors to monitor that everyone is mingling with each other. The leaders have to be able to pick out those who aren't mixing well and get them to. Doctors,Nurses, and other medical professionals should have have to go to rural areas and provide care for 1 yr. There has to be change and sacrifice, instead of thinking about money and girls.
Most importantly, we need a number of people in different agencies coming together to discuss latest gadgets, tech, know how, etc. Can we please retire the classic revolver with 5 chamber barrel. It's so old fashioned, out of date and can't compete with today's guns. KEEP POLITICS OUT OF SECURITY, IN ORDER FOR SECURITY HAS TO BE CONTINOUS WITH ITS AGENDA. IT CANNOT CHANGE WITH EVERY GOVERNEMNT IN CHARGER! Our goverrment has to be transformed, we need to have both BJP and COngress working together, not against each other. I really thinkn Modi would make an excellent security official and defence minister. He cares too much about India to see it go to hell. I'm not Hindu and I am no Muslum hater. bombay attack has opened the eyes of Indian government. The prime minister of India convened an all party meeting after the attack to discuss the steps to be taken to prevent such attacks in future, several politicians and officials were asked to quit, government decided to open four new security guard hubs in metropolitan cities of India, planning to start a new agency to tackle terrorism namely the federal investigation agency, security along the coastal regions of India was beefed up, upgradation of police skills and improving the crisis management infrastructure were the other major steps taken by the central government in the after math of Mumbai attacks.
There is definitely a need to change the entire outlook of the police forces too. The necessary steps are being taken to provide training and orientation so that they become more humane in their approach. What is needed is a political will to take effective measures in this regard and I am happy to say that the Government of India is taking all necessary steps to minimise human rights violations.
At many times, the torture is reported by the police. Yes, at certain times the toture is beyond limits and it has to be checked. But the situation has to be seen in the wide spectrum where the security forces have to fight terrorist activities in the bordering states of Jammu and Kashmir, Punjab and the North East. Some rape of women have also been done by the police at certain places in India but the Government of India is very serious in such matters and those involved in such human rights violations are duly punished.
India has third largest scientific man power in the world which should be utilised effectively to prevent the recurrence of such attacks. All the vital locations should have closed circuit televisions and some additional personnel should be recruited to monitor the suspicious movements both offshore and on shore.
and security should be improved in sea shores and should appoint more and more navy officers in border places for security.
terrorists are using new type of weapons and using internet for their destruction, which we don;t have. so india should develop in weapons and all policemen and military should use that new type of weapons in every moment.
The truth is that our politicians are using strategies that are older than themselves. terrorits has complete protection of the ISI, if not the Pakistani government and is linked with all the major terrorist organisations. While Osama bin Laden remains merely a 'prophetic symbol' for the terrorists, Dawood and company are providing the financial assistance and the necessary informaton for carrying out almost all attacks on the soil of India.
I urge the Indian government to eliminate Dawood and company if we ever want to succeed fighting terror.
With the preparations and the amount of firepower, and the real plan seems to be a bigger suggestion for our govt to protect the country from terrorists.

The first thing to do is to bring an awareness around about the problem. We have to be more vigilant & responsible . We have to understand the responsibilities of being a citizen of this country & the wrath of terrorism. Indeed the blame - game of two communities should end at a very early stage now. Together as one we should enlighten the desire for fighting against terrorism
The Indian citizens can make people around them (family and friends) more responsible and more alert towards the happeningss going around them.
Awareness is a key issue. Unless the general public support is sought, fighting such a battle becomes useless. Secondly the system. If a person genuinely tips the police, the tipper should not be harassed. Instead his tip should be valued. If possible rewarded. For any system to function efficiently, the idea has to be burroughed into the minds of the involved.
Respect the government who respect the citizen by providing protected boundaries and safe country. Enough of secularism, create a land where our coming generation can grow in peace and prosperity.

Under the British rule Gandhiji stand alone and took Satyagraha as a weapon to fight against them and did it. In India Human power is more than anything else. 2.People should cooperate with the police & Government by informing any suspectable activity or person.
3. citizens should elect the Government based on politicians education and experience but not on politicians if they belong same caste,religion or place of citizens.
4. There should be complain boxes or terrorist suspect boxes in some public places. If the citizen knows or suspect someone or something and if does not want to call police to reveal his identification then atleat he will write and put it down in the box.
5. Schools should have curriculam that includes teaching the students about security of individual and country.
6. there should be an emergency number all over the county (Like in US). This will help to know and prevent more crimes.
7. Every person's finger prints should take and stored in computerized system.
8. Education and Employment are most factors to reduce the crime rate. Every person should have a chance to get free education.
9. Media should have some programs about the security of public and country. there should be more educational programs and motivate the public about achieving their goals.

We just need every citizen of India to be aware of their surroundings, awaken to the patriotic spirit, if not for country for their own security. The let go attitude will not work anymore. Even if you put cameras everywhere, if people are not aware or prepared to defend themselves the cameras will be looted. It is all in people's hands, every villager, towner and citiete needs to be aware of what is happenning around him/her and willing to participate in their own defense. It is not for country it is for countrymen.

Every citizen needs to be aware of what is happening around him. THis was the main failure that isleading to all these terrorist attacks.
If every citizen takes the resposibilty of intamating any suspicious act or object to the police. Most of these attacks can be prevented.
There is a fear in the citizens that if any incident is reported and it is found to be nothing in it, the person would be arrested and taken to court. This fear should be removed from the people.
This could be done by holding campaigns, roadshows and placing ads on hoardings and Media. The government needs to take this responsibility to send the message across to the citizens and conduct programmes to make people know their responsibilities.
This should be done in a way that people take it positively.

Never before India stood so vulnerable as it does today i.e. after 26th Novembers Mumbai Blast. Seventy blasts in eleven months only tell us that our leaders lack the will and character that is required to fight so big a menace that looks directly in the face of the common man.
Our chosen leaders are safe within redundantly concentric layers of security and their message to us comes loud and clear that they do not care.
This gross apathy displayed at almost all levels of our political leadership has given rise to the idea behind this online entity.
Utter lack of seriousness and inability on the part of Central and State Government to prevent such attacks inspite of such attacks having taken place repeatedly. Every time such attack occurs, there is a lot of talk but no concrete action. This shows that, our Governments and political parties are failing in their responsibilities towards Indian people. This is a failure of Indian democratic system.
The threat is no longer confined to the borders today and isn't a concern of just the army. It has seeped down to the Karol Baghs, the Nariman Points, the busy streets and has unfortunately become the concern of the office goers, the teachers, the businessmen, the celebrities and people at large.
Whether or not we would be ready to counter yet another attack would depend on how deeply the latest attack has affected us. The more moved we are the more we would reflect and the better it would get etched on our memories.
It is necessary to put a system in place which will gather continuosly intelligence on activities of terror groups and act timely to prempt and hence prevent such occurences.
Such a system be placed in charge of an Upright individual who has experience in such matters and who can act decisively and speedily in such cases. He should be able to take independant decisions without any dabbling by politicans and bureaucrats and he shall keep only the PM and Home Minister informed of what is being done in the interst of safety of citizens. It's necessary to provide those in anti-terror squad with modern equipment, safety gear of highest quality and special training to combat highly skilled terrorism.
It seems that, there was advance warning about such an attack in Mumbai. Inspite of this, the attack took place. This shows how those in power are incapable and also irresponsible in the discharge of their duties to the people. It is necessary that, those responsible for this apathy are relieved from their responsibilities forthwith.
Central Government and State Government, both are responsible for failure to act in time. Is protecting our sea shores from infiltration of criminals not the responsibility of the Central Goverment? Is it not necessay for the Centre to monitor actions being taken by the State Govt. in this regard and ensure that, the right action is taken in time, when it is concerned with safety of our people?
Hope that, lessons will be learnt from this incident and immediate action taken by the Central and State Goverments to drastically improve the security environment in our country to prevent such occurences in future.
We must remember that our leaders have forgotten that the Republic of india is by the people and for the people and we need to shake them wide awake from their obscene slumber.
So, we need to throw solutions and suggestions at them and then hope that they feel ashamed to see common man doing their job and they come to their senses.
Please spell out your ideas, solutions, strategies on this site for the entire India to see and consider. Let people who feel, people who are intelligent and have substance come out of their obscurity and make their views known.
Some leaders in the administration would surely give weight to genuine and ingenious ideas and may implement them in the system thereby moving it a step away from terror.
Why dont the Indian government prepare a common website which will have a blog or forum like which Amir Khan has kept(amirkhan.com). The website should contain all the names from prime minister to a local corporator & this blogs should be updated daily by these govt bodies & people should have an open complaint board. So that people can know, what is hapenning in this country. This will be the only solution, due to which we can know whether our elected politicians are working or not. A databse with information for each and every citizen should be maintained. It would help a lot in having records like person's name-all of his cell number(s)-all of his landline number(s)-address-all emailaddresses-all webchat logins-all twowheelers- all fourwheelers-bankaccount(s)-cr editcard(s)-pancardnumber-pass portnumber-properties-flats-al l weapons... this is on the lines of omni-purpose national ID card. if this is done and delivered to intel agencies, one thing is sure, that Intel agencies would be able to track movement of each and every citizen of india on a daily basis, if not hour by hour basis. Without local support terrorism would not survive. If one could snoop on communication devices, finance channels, transportation modes of terrorists ..then i guess more than 50% of terrorism would be nipped in the bud. this is workable assuming security and politics don't mix and various other assumptions like no-corruption etc.

Here is my Hypothesis of how the Mumbai terrorist attack was made possible: The Pakistan Marine Agency has been kidnapping and capturing Indian fishing vessels for the last 5 years. Look at this news link: http://www.hvk.org/articles/0603/17… Pakistan then puts these kidnapped fishermen into jail and periodically decides to either release them or to keep them languishing in jail depending on whether it wants to take favors from India to release its citizens languishing in Indian jails for much more heinous crimes.
The Indian government has done nothing, zilch, nada in the last many years to take care of the above situation.
The terrorists apparently took this situation a step further. They took the help of the Pakistan Marine Agency
to kill/kidnap and hijack an Indian fishing trawler. Next they loaded up the vessel with explosives and grenades manufactured in Pakistani factories. Finally they entered Mumbai (with all their prior research and review of the cities famous landmarks and their floor plans) and launched these attacks.
Conclusion: The above goes to show that there are several factors leading to this tragedy: 1) the lackadaisical attitude of the government in dealing firmly with Pakistan 2) the apathy of Indian citizens who were happy to be tolerant and look the other way 3) the absence of policing security and law system that protects the citizenry proactively 4) the lack of political will to impose strong laws - the Congress is a leader on this 5) the willingness to negotiate with terrorists - the BJP created a horrible precedent during the Indian Airlines hijacking incident few years ago 6) the lack of cool self-assessment of what India’s strengths and weaknesses are in the security and law/order area 7) opening up of borders with Pakistan - a country that is predominantly lawless and where the government only pretends to govern. We have spent too much time trying to build a relationship with a government that cannot control its internal environment ignoring the dangers posed by allowing Pakistanis to enter Indian territory by air, land and water without realizing the dangers it would pose to Indian lives 9) constant interference in the functioning of the defence forces by the Indian government 10) not investing in intelligence, security and training that is world class to ensure that the police can deal with such incidents 11) agnostic Indian citizen psyche that refuses to get united and is happy in living in denial untill they are not personally attacked 12) a citizenry that does not hold its politicians responsible for their actions.

Some suggestions to tackle terror: 1. Immediately assemble a crack team to focus on internal security situation and empower them. Give deadlines. Probe the incident, hold people accountable. Learn the lessons at least this time. 2. Improve border security both land and naval. 3. Equip police forces with latest weaponry like SLRs - not lathis for godsake. 4. Start eavesdropping phone/radio. 5. Completely overhaul Intelligence functioning. I think we could better rely on astrologers and the weathermen than our so called Intelligence agencies. 6. Do this without significantly impacting individual freedom. 7. Make pre-emptive attacks on terrorist homegrounds. 8. Talk, collaborate with US and UK agencies and get trained.

Indian Government is for the people , of the people and by the people . None of this applied . We dont vote properly , we dont question them on there mistakes we never involve any issues. Good country comes from combination good people , Good people inturns comes from Good Family so each every parent has reponsibilty. A general tendency of Indian parents or parents around the world when their baby starts to walk and try to catch with it they fell down immediately the parents say beat the floor there starts the revenge . So we have to leave them casualy . It doesn't mean that you should be calm at every thing but not to harm the unecessary harmless creatures .When we see young people are turning into terrorist its seems very disgusting they should be studying and do something worthful in that age instead they sacrifise their wonderful life and other also.
Politicians ; People very well know none of our politicians are helping the nation to grow properly and make it secured . So we must be aware of people around us and make sure that we make treat each and every one has friends dispute whatever sect they belong to.
I have seen in many airports and railway stations security officers being restlessand lazy without proper care on the security.This should be changed by insisting special punishments for people who forget the duties .
Apart from this In India there are many people in other countries who work Voluntarily as service for security reasons and also keep them security officers informed anything abornormal but we in India stay away from everything . The citizens should involve in everything and inform anything that is abnormal.
There should special officers oppinted for the selection security officials and mainly insists on public safety and also show more concern and be active in all ways.

The first thing that citizens should do is to cast their votes. Part of the problem of terrorism in our country is directly related to the complacency with which we have treated our electoral power. As educated citizens we all need to come together and exercise our voting rights to choose the right leaders.
Secondly their is need of strong public opinion in our country, people should come forward with their views and opinions and demand the leaders an explanation for every small and big issue. We the people, tend to show our tolerance and just go on with our mundane life. This has led into repeated victimization of our people at the hands of terrorists and corrupt leaders and officials all the same.
As for citizens and govt working together there are number of things that can be done. We should not alienate fellow citizens on the basis of their political and religious beliefs. We should never create an environment where terrorism can take root. We should never blame a religion or group in the name of terrorism, as this will bring success to the terrorists.
The greatest source for dealing with the challenges of terror is the citizens outside the government. They are the ones who can tell “who the extremists are; where they live”. Involvement of all peace-loving citizens, irrespective of caste, colour and creed is the need of the hour to fight terrorism. By involvement, I mean ‘state of alertness’ and penchant for smelling a rat 24 hours, wherever one is. We need to draw them into volunteering and speaking.
The people and the Central Government must recognise that terrorism is a war situation. It is not a case of law and order problem, or a crime of passion.
Eventually, all talk about our safety in our own country must be translated into concrete steps (a) to be taken by the government, (b) to be taken by the citizens.

Terrorism in India can be so easily supported by the external forces, this is a proof valid enough to make us understand how rotten is our internal security policy. We have so many terrorists inside India that logically speaking we should stop blaming our neighboring countries before tackling them.
I know cases where people were harassed by so called "Makers of law" and "protectors of law" who hold positions in legal or police fields. What are we doing to stop them?....Fearful of what they will do to us, we are surrendering to their demands and letting them play the money game?
As a responsible citizen of India, I will not blame any politician, or police or law. Instead I take a pledge to bring every culprit's misdeeds to the notice of everyone so that we can improve them. We can also do the following:
1. Never offer bribe even if you are asked to. Whether it be people in police or law, they are required to help us. Afterall, we the citizens of India are paying our taxes regularly to get security and safety from them. If you notice any such malpractice, prepare a document regarding the matter and evidence (if any) and bring it to the notice of IPS officers.
2. If you are facing harassment from any influential people, do the same, document it...and submit it to the nearest police station.
3. Anybody putting a false against you has to be punished, no matter you have to change many lawyers for that. Just for the fear of losing money, never tolerate any injustice done to you. Infact, Indian courts should give a provision of compensation to the victims of long drawn cases where innocent people are so dessicated of money that they lose hope and courage to fight back.
I am a victim of legal terrorism in India. So, I feel, situations like the recent attacks happen in India mainly because our makers and protectors of law are too busy harassing innocent people like me. In a country where even an ill minded cruel woman can ruin the lives of 4-5 people of her husband's family and enjoy their money thereafter, how can you expect us to be able to handle foreign terrorists!!!!!!!
Hi India must send a strong message to Pakistan that , we cannot allow terrorist to enter our country.India should raise the issue in saarc & UNO.The Pakistan should be warned that if it does not dismantle the terrorist infrastructure then it will be banned just like South africa during its apartheid period. This will surely make Pakitan take action against the terrorist strongly.

India has become prone to terrorist attacks. There were such cases earlier too but in recent times it has become very frequent with terrorist targeting different cities every now and then. No body can be assured that they will return home safely after their days work.
India is a developing country and now after the economic recession and with such attack casualties and heavy losses, all indians are feeling the pressure.
We just need every citizen of India to be aware of their surroundings, awaken to the patriotic spirit, if not for country for their own security. The let go attitude will not work anymore. Even if you put cameras everywhere, if people are not aware or prepared to defend themselves the cameras will be looted. It is all in people's hands, every villager, towner and citiete needs to be aware of what is happenning around him/her and willing to participate in their own defense. It is not for country it is for countrymen.

hi, If we look at every country, western countries are largely successful due to the sacrifices made by their citizens. India's citizens need to make an effort at contributing ideas on how to tackle the menace of terrorism. What can we, I would like to hear your ideas? CM Modi stated he would put into place a 3 layer defence in the costal waters off Gujurat, which is a great idea in such short time! What else, how about the camera's or CCTV's.....they seem to be old and outdated, should be modernized and connected with incentives given to shopkeepers for putting such cameras up. Sort of like creating a ring of cameras in London. But this should'nt just apply to big cities, this has to be a Pan India effect. Our borders need to be thourgly secured with fencing and mine fields. We should employ counter terrorism teams, highly paid teams with huge bounses paid out if they defeat present measures. This would allow us to correct defects or any missed loopholes. Any exteemist idelogy has to be roooted out, therefore a greeat deal ofmanpower has to be hired by intelligenc agencies, as bakery owners, barbers etc, just to monitor situations. The media at times has to work hand in hand with the government. There should be a media black out when such events take place temporarily, at least to prevent info being leaked to terrorist which could aid them and harm our security personnel. Also, the media has a duty not to report weakness of security establishments, which can give terrorists future targets. Responsibility is the key! Training is one thing, but our soldiers and cops don't seem as if they get enough use out of guns. Increase it,give them scenarios such as the current Mumbai crisis. Helmets should not have a high gloss finish, because light reflects off the helmets which allows enemies or terrorists to pinpoint positions. We need to start looking at sci fi to create more tech. It may sound stupid but the reality is that many themes and weapons used in current movies actually exist in real life. Obviously, not far fetched items but look at laser and microwave weapons which the US army has developed. How about equiping counter terrorism teams with camera wires that slip underneath doors, I mean it exists but we don't have it. How about proper bullet proof vest not flak jackets or guns that can shoot around corners. Damn it, how about hovercrafts and speed boats, not one or two that can perform proper surveillance on the entire indian coast. China is all about image...isn't it time we show a hip and mobile India.....shave the freaking moustaches off. Its about time (nothing to do with tech but with look----> change world perception!
My point is that we listen to these special groups we set up but we never heed their advice or take too long to implement necessary change before its too late. Our bureacy is inept, corrupt and extremely inefficent. Correct it, Look at Mayor Bloomberg's 3-1-1 intiative (pls look it up, it could help india, big time). Indians in India need to open their minds and stopping thinking "they are the best" mentality, instead ytake the best and use it and build upon it. One example is the whole world is thinking about using hemp shooping bags they the way they use in parts of India instead of plastic shopping bags. Instead, we are trying to push the use of plastic bags. Come on! In the future there may be a war with China, what are our options even though we are the underdogs. Look at their weaknesses and counter and improve our strengths and weaknessess. Why haven't we set up a full fleged Cyber attack wing? Every poltican and soldier has to read the "The Art of War." Increase penalties, fix our judicial system, bring back the death penalty and use it. Enforcement is key! We, indians, need to be hard on each other in order to change our old habits. If 100,000,000 people are smart and knwo everything, what;s the point when the rest are dumd and illerate. Unless, we enforce change we won't see change. We don't have to be harsh like the chinese but in betweensoft and hard in our attitudes, at least enough to show that change is better and show there is more opportunity. The key is to be extremely strict on crime. Have criminals do road work, farming, etc things that benefit the public. Anyway I'm done....sorry I was pissed about the sad state of affairs. I would love to see Pakistan and India, even other South Asian countries unite one day and become as powerful as the European Union. Leave the past in the past and move forward, follow religion if you must but leave it at home once you come outside and just treat other with respect reargless of caste, gender or whatever. Unite, China is all about reeducation and one people, the HAN. We're too smart for our own good. Peace Brothers! Most importantly, we need a number of people in different agencies coming together to discuss latest gadgets, tech, know how, etc. Can we please retire the classic revolver with 5 chamber barrel. It's so old fashioned, out of date and can't compete with today's guns. KEEP POLITICS OUT OF SECURITY, IN ORDER FOR SECURITY HAS TO BE CONTINOUS WITH ITS AGENDA. To reiterate, India’s unique selling proposition as a civilisation is social capital and social knowledge gathered at the grassroots. While many of us chafe at the excessive interference of ‘society’ in our personal lives, the fact is that community life in India is most vibrant and pervasive. What is happening in which particular household in our neighbourhood is often public knowledge because of a certain visceral curiosity and thirst to sustain community norms and values. Unconsciously, even those of us who detest ‘social pressures’ and meddling in private life, gather information about our environs.
In traditional societies, where the size of communities is so small that one knows everyone else, crime and violence are handled through the institution of ‘community self-policing.’ A set of designated residents who might enjoy public goodwill and good reputations would form neighbourhood watch committees and engage in constant monitoring and communication about untoward events or disputes that have the potential to flare up and destroy the peace. Interestingly, membership in such committees is voluntary and unpaid. The incentive to participate in self-policing is a mixture of individual and group interests which are under threat from, say, cattle rustlers, assaulters or crop stealers. Upon discovery of a crime or violation, the guilty would be subjected to a slew of penalties ranging from moral shaming to legal punishment.
Elinor Ostrom’s path-breaking book, Governing the Commons: The Evolution of Institutions for Collective Action (1990), offers dozens of examples of community self-policing from around the world that succeeded, even in the absence of a corollary state enforcement machinery. The logic of these cases is simple: people can find solutions to their own problems, provided they are aware of their inherent strengths as a community.
The time has come for urban Indians to organise themselves into neighbourhood watch committees through community consensus mechanisms to keep a steady eye on iffy or errant behaviour and share information among themselves and with point persons in the police and intelligence agencies. Moderation and patriotism are the twin ideal qualifications to staff these committees, which should operate within a designated territorial limit so that the concept of neighbourhood is not so outstretched that the project is unfeasible. Members should join out of genuine concern to prevent future terrorist attacks and maintain amity rather than for financial rewards. This will distinguish the committees from police informants and spies, who are paid for titbits of data.
For a voluntary community-based self-policing movement to emerge, Indians have to break free of the prisons of individualism and ‘what is in it for me?’ thinking. Criticising politicians and the ‘system’ is a facile and hypocritical approach behind which hides the narrow self-interest of citizens who want security to be handed to them on a platter without having to stir a leaf. The numerous social service organisations and institutions across India, which have popularised the voluntaristic model of action, have a big role to play in building community self-policing to prevent or at least reduce the likelihood of terrorists and their accomplices misusing the hospitality of our proverbial ‘galis’ and ‘mohallas’ (lanes and localities).
Cynics can pooh-pooh self-policing either as an airy-fairy daydream that cannot inspire enough Indians to make an honest attempt or as a completely inadequate defence against a terrorist monster that has no fixed local roots and plenty of foreign sponsors. But if ever there is a time for innovative and sober action, it is now.
