In the last week, headlines around the world have appeared about the violent deaths of up to 200 people in India -- not from terrorist attacks, but first a fire in a train in South India; and second, a stampede at a temple. Such types of accidents, which are usually preventable and often the result of negligence, happen daily in India, on a smaller scale and don't appear in the news. In Mumbai alone, about a dozen people die every day on commuter trains. Pedestrians are hit by cars, gas cylinders explode, lorries, tractors, buses and boats are overloaded and crash, liquor is adulterated, patients are misdiagnosed, and so on. Are we as a culture too accepting of these so-called "accidents?" Why or why not? Are many of these "accidents" more preventable, and causing more unecessary misery than we may realize; and if so, what do we need to do ensure that our society begins putting more emphasis on safety and accountability, rather than accept tragic accidents as a part of our daily lives?

We as a culture have become more accomodating probably because the individual who grows up caring for orderliness and justice is suppressed and faces lot of suffering and finally gives up to the prevailant custom of disorder.
Some reasons why orderliness is not possible in countries like India:
1. Over population: IT causes shortage of resources and funds. As a result, order cannot be achieved.
2. Corruption: Whenever some order is implemented (e.g. use of helmets, obeying traffic rules and fine for not complying to them), some form of corruption crops in. There are people who break these rules by paying bribe. People who take bribe are not concerned with anyones safety.
3. Stampedes can be prevented by putting railings and organized pathway in places which expect lot of crowd. But if we put railings, people still cross them or even break them just to rush to their destination first.
4. Leniency: As such India as Soverign, democratic, republic is very lenient in rules and regulations and people take full advantage of democracy.
So, it is we, the people of India, who are too tolerant of disorder and too fond of simple favours obtained by corruption, that we do not fight against any disorder and injustice.

Hi.,
Good question at a very correct time.
There are several reasons for road accidents, which are in fact very high in India as compared to other countries.Human beings are well human, and they make errors while driving and the risk of error increases when they drink and drive or when they are tired and sleepy.Road accidents can be also caused by road rage. When people get annoyed if others overtake or do something they think is wrong on the road they might do something rash in retaliation. They could try to overtake the same car, drive dangerously close, curse and shout and break traffic rules. And there have been cases where drivers have forced the other car or vehicle to stop and beat up the driver! Why, just yesterday the well known cricketer Navjot Singh Sidhu was convicted of beating a man to death in a fit of road rage. And often people get away with these misdemeanors if they are rich and powerful. Drinking and driving A great number of accidents are caused by drunken driving. These drivers irritate me the most.Drunken drivers are more liable to make errors and more liable to get into a rage. But more than anything, its the attitude of the drivers that plays a very big part.A devil may care attitude. We are all familiar with this kind of person. These people are reluctant to admit that they are too drunk to drive because they think it is a slur on their ‘ability’ in some way. When they can’t drive fast or are not allowed to over-take, they feel it’s an affront to their ego. They can get really mad when they are prevented from over-taking.One tends to become more aggressive when one drinks and drives. Look closely at those whom you’ve seen drink and drive. It’s a mistake to think that drunk drivers are bad drivers they are not.In fact, they may well be excellent drivers otherwise. Therefore they cannot be stopped simply by making procurement of licences more stringent and being strict about driving tests. This will not put a stop to drunken driving….or road rage. The main thing we need to do is change attitudes towards driving.Make people realise that refraining from driving after a couple of drinks is sensible, not silly. That being slowed down by another car is irritating, but not an insult. Interestingly, research in the West has proven when drivers are intoxicated they exhibit aggressive driving behavior, going too close to the vehicle in front of them and applying more force when breaking. One solution is to obey traffic laws Being strict about issuing liences will certainly put a stop to those who can’t drive properly. We have plenty of this kind in India. But obeying and understanding traffic signs and law is also a part of good driving. At times drivers show ‘attitude.’ They feel that by breaking a traffic law they are doing something daring, or that obeying traffic laws means a lack of sense! For example if a red light is on and there are hardly any vehicles, people feel justified in breaking the light. But how can they be sure that nothing will happen? Worse, breaking lights becomes a habit. The problem is that we lack a mindset for following the traffic laws. It’s not as if something is wrong with us Indians, it is a question of not having it ingrained in us.It is so easy to get away after violating a traffic law, that we are not in the habit of doing it! In developed countries they follow the law because if they don’t they will get hauled to jail, lose their licence, whatever!
what shud be done in accident spot The owner/driver of the vehicle must report the accident to the nearest police station within 24 hours, and also to his insurance company in the event of an accident. The driver of a vehicle involved in an auto accident that has caused injury or damage to any person, animal, vehicle or property should render all possible assistance to the injured and report the matter to the nearest police station within 24 hours. If the accident involves a vehicle carrying dangerous good (oil tankers, chemical carriers, etc.) it is advisable to keep everyone away.Do not let anyone smoke within 100 metres.Take emergency action as per the information displayed on the vehicle. You should offer medical assistance. If the person refuses, attempt to obtain in writing that he/she does not wish to receive medical attention.Note down the names and addresses of the witnesses and registration numbers of the vehicles passing by.They may be useful in case of legal complications later.Note down the name of the policeman who comes on the scene.
Medical Help Section 134 of the Motor Vehicles Act casts obligatory responsibility on every driver/owner of the vehicle involved in an accident to convey the injured to the nearest hospital/medical practitioner. The doctor so approached shall be duty bound to render necessary medical aid or treatment without waiting for any procedural formalities.
Engage a vehicle in neutral gear when towing it.If its transmission system has failed, and the gear is stuck, the axle shafts should be removed. Use the parking brake to control your vehicle if the brake has failed.Use hazard-warning lamps for giving clear indications to other road users. It is also important to avoid moving the vehicle unless ordered to do so by a police officer. It is imperative that person(s) who are trapped are removed. It is necessary to prevent fire or obstruction to public. You should avoid handling the injured unless it is necessary as a life-saving measure. Also avoid getting into arguments with the other party and/or witnesses.
Most accidents may not be just accidents. Some accidents may be caused by our personal lifestyle, carelessness, wrong reasoning, faulty decisions, bad habits, wrong actions of conscious and as well as unconscious origin. Here are some personal safety insights to help you prevent accidents and live a longer, safe and happy life. Even though the world we live in today is safer than the one known by our parents and grandparents, yet people are more prone to accidents now than ever. In most large cities, it is easy to observe people doing more than one activity at a time. It is a common sight to see some people who while driving are at the same time eating, talking on the cell phone and putting a make up on their faces too! You’ll observe bicyclists riding on the sidewalk in the opposite direction. Do you buckle your seat belt every time you get in the car? Do you cross the street at crosswalks instead of jaywalking? They're not just bad luck or bad breaks that come to you out of nowhere. An accident is never supposed to happen. It isn't planned and it isn't deliberate. Accidents are caused! An accident can be caused by an unsafe condition.Look at your automobile. It can be a typical example of an unsafe condition. Bad brakes and unsafe tires, faulty headlights, loose steering, and, yes, even dirty windshields and side windows can cause accidents, and they are all unsafe conditions.

Yes, truly said...we cannot ignore these incidents just by saying "these are accidents"...there surely is negligence and impatience contributing to such incidents. With the tough life we have today in this competitive world, we have no time to think before we act. We have lost peace and empathy, and this often leads to v engaging our own self into such situations. A rumor leading to stampede and deaths of so many people, is a very unfortunate thing to happen.
In general, we can follow the following measures:
1. While on railway stations, bus stops, etc, we must value safety of self and others..never rush haphazardly and hit others. Some people just have a tendency to push others around while standing in a line. We should try to maintain a minimum distance to leave good scope for breathing and try not to touch others when in a crowd.
2. In a crisis type of situation, we must not panic...with any such news, which can even be a rumor, we should try to be at peace and take an intelligent step, rather than just trying to escape or run away.
3. When boarding a local train, we should keep a free board of time, so that in case we miss a train, we have enough time to wait for the next...afterall, nothing is as precious as life.
4. While driving, we should obey traffic rules to the full. Even if a crossroad appears completely trafficless, v must follow the traffic lights. By this, we slowly form a habit of following traffic rules very diligently.
5. Try not to board an overloaded train/bus, no matter how important it is.
6. If we happen to witness any such accident, we should try to offer support and also seek others' support around us..this way, we can create a helpful community. Some people are always ready to follow for any help, but just need to be lead..
7. If we find things are not being managed properly, rather than commenting on govt authorities, we should try to find what we can do to improve the situation first.
If we all become alert, cooperative, helpful, and law-abiding individuals, we can prevent such accidents to a large extent!!..lets join hands for this social cause and try to create a new culture, better than v ever had..!

Hi, Yes, such accidents are taking place too much and too often. It seems to be lack of concern for other human beings around us. We have become so selfish and time-bound, that we have lost our concern for fellow human beings. All we think about is ourselves and our near and dear ones, and that no harm should befall US. No one is bothered what happens to the other person when we push them while boarding a crowded bus or a train. Motorists are least bothered about pedestrians. They rush ahead, jumping signals, and even if the pedestrian signal is green, they make sure they rush ahead honking madly and don't let pedestrians walk on the roads. Two-wheelers and cyclists top the list on driving in the wrong direction. My mother once got hit from a cyclist coming from the opposite direction while crossing the road once. Luckily, since the road was empty, she was not hit by any other vehicle. I have heard of many instances from acquaintances and friends, whose relatives/ friends died an untimely death because of wrong drug doses or accidents. Only the day before yesterday, one person we know passed away because he fell from a bus while getting down. It seems the bus driver started the bus before he got down. He was hardly 26. Did he deserve such a violent and early death? Wrong doses of drugs and medication is another concern. Doctors are worshipped because they give a second life to their patients. They are expected to show equal dedication to everyone who visits them. The attitude in foreign countries goes that life is precious, we should not lose even one life due to negligence is non-existent in our country. The standard reply here is "sorry sir/madam, we were helpless." Or they end up blaming each other for their mistakes, and don't bother to correct themselves next time. Adultration and cheating has become the order of the day. Not one common man is spared by these unscrupulous elements who cheat people for money. Our country's law and order is responsible for such incidents taking place. The law does not call for severe punishments to such people. They get away either because of loopholes in the law or because they have "influence". That may be the reason why people in our country have come to accept such incidents. No one is coming forward to change the way things are done since the political scenario will supress such revolutions. We need a strong and binding force which will eliminate these problems from the roots. We can only achieve it if we all, individually contribute in making our country a better place to live in.

Dear Anonymous,
Unfortunately in our country the people tend to react to rumours very swiftly. The recent incident at temple was the effect of such.Even a minor joke spreads like a wildfire and kills many. The other accidents are the result of human negligence and there is no action from the government in most of the cases.they declare ex-gratia and wash their hands.
The people and the government should follow basic guidelines of keeping calm at the time of crisis will solve most of the incidences of stampeds. When there is a rumour or grave incidence takes place, people especially younger generation should act and takes steps to take care of older/women/children.This action will lessen the death rate.
In case of accidents the drivers are mostly over burdened and no rest is being to them.Had there been good rest after a long drive, there will be no accidents. Also the situation of the roads are very bad, that a vehicle will be taken either to right or left.
Railway safety is the most priority that government should take up.despite several accidents a year, the government and the railway authorities does not wake up and the laziness continues. The situation will change when a tough railway minister comes.

"One minute of thought can prevent an accident that only takes one second to happen."
An accident is any unplanned event that results in personal injury or in property damage. The cause of most accidents is the failure of people, equipment, supplies, or surroundings to behave or react as expected.
Every year approximately one million people die on world's roads. The proportion and severity of motorbike injuries and deaths are particularly high and therefore efforts should be increased to prevent these tragedies.
Additionally there is an increase in the number of adolescents without a driver's license riding a motorbike alone or with a passenger.
Making roads safer is a major challenge for both developed, rich countries and for low income countries. Each year 50 million people are injured in road traffic accidents globally.
Below are the common reasons why accidents happen?
* Prescribed safe-work methods not followed * Proper protective equipment not worn * Rules or regulations violated * Properties of chemicals not known * Guards defective, inoperative * Horseplay or practical jokes * Heavy material lifted improperly * Wrong tool used for the job * Worker physically unfit for the job * Worker not trained to safely perform the job
The best way to avoid accidents and traffic-related incidents is to operate a vehicle in the safest way possible. The active safety features of our products are specifically designed with the operator support and control in mind.
Tips for Avoiding Auto Accidents
1. Avoid drinking and driving. 2. Minimize distractions such as reading newspapers or talking on the cell phone when driving. 3. Properly maintain vehicles. Tune up cars according to maintenance schedule, and especially take note monthly of tire condition. 4. Do not encourage aggressive drivers. Let other aggressive driving behavior roll off your back, or call the police. Losing your temper could worsen the situation. 5. Leave a safe distance between your cars and others. For every 10 miles per hour of speed, leave at least one car length space between your vehicle and the vehicle ahead. 6. Maintain a constant speed. Don’t continually slow down or speed up. 7. Adjust mirrors properly and check the side and rear-view mirrors every 15 seconds. 8. Take defensive driving classes to improve your ability to drive and be better prepared for the unpredictable behavior of other motorists. 9. Proceed with great caution through intersections. Intersections are the center of most accidents. When entering an intersection, look left, then right, then left again to ensure the area is clear. 10. Be sufficiently aware of road conditions and be more visible. Keep your lights on at dusk and dawn and during rain, as is the law in most states. Understand basic vehicle dynamics, such as knowing how to recover from a skid.

Hi, You have asked the greatest question. It is a painful truth that we Indians have become insensitive to a great extent due to -too many accidents around than we can notice -the consolation that it is not me who is accident struck and why should I worry? -it’s happening daily, what I should I do as an individual
Mostly due to the above reasons we Indians are totally immune to the tragedies around us and accept it as a way of life. We are patient citizens watching the death and destruction of those around and move around as if nothing has happened.
Yes, many accidents are preventable. Road related accidents cost India millions every year, but there is no sign of any possible intervention. Highways lack some sort of preliminary road safety measures including first aid emergency services etc. It is really ironical to note that, we have numerous liquor shops, motels, fun parks, and petrol pumps spread all over the highways, but scarce, or to be more precise, negligible trauma centers on highways. Apart from power steering and power brakes in our vehicles, we need both road sense and the necessary infrastructure.
Preventions: Though most of the accidents can be reduced by training drivers and enforcing rules, law does not tell you to be courteous. That one has to be self cultivated. Apart from the infrastructural loop holes, vehicle manufacturers are also to blame to some extent. Knowing the extent of the impact of accidents in India, proper safety measurements are not implemented in vehicle designing for Indian roads.
Safety Equipments: Equipment including safety air bags and many more, although present in vehicles abroad, are absent in Indian vehicles. Most countries have a multi-disciplinary approach to traffic planning and road design. It is done by psychologists, engineers, doctors, sociologists and vehicle experts. In India, traffic is still a civil engineering issue.
Awareness: Fire accidents in trains happen due too poor maintenance of electrical wires and hence short circuits cause fire disasters. Though Indian railways has improved in revenues, there should be awareness at the lower level.
Further the major loophole in our systems in general is that every one is enjoying the benefits of too lenient a democracy, wherein punishments are not harsh as in other countries. Many criminals causing disasters escape through unethical means or the law takes its own course and takes several years to punish the guilty. Thus the criminals gain courage and commit more crimes.
Temple disaster: It was preventable -if people had better discipline -the police were trained to handle disaster situation - better safe roads to the temple were built.
The society has to rise up to view this as serious. -citizens should demand more facilities in public places and it is after all their own tax money that the govt will spend -learn to follow rules and enforce rules in public life -fight against corruption in public utility departments of the government and not to indulge in greasing the palms of the govt employees so that driving licenses do not land in the hands of unauthorised persons -cross unmanned level crossings with alertness -even while travelling by boats or lifts, adhere to the maximum number of permitted at one go -report violation of safety norms by gas agencies -basically learn and implement safety norms -don’t let hurry overtake your need for safety. -let the legal system be proactive and punish the criminals
It can go on and on, but there is no substitute individual awareness, efficient training, cultivating sensitivity and strict adherence to rules and norms will improve the situation. But we Indians have a long way to go and we have not trained even our next generation. God save Indians!!!!

hi a very good question posed by you
yes its really tragedic incident happened last week... some died in a stampede in a temple and some died in fire happened in gouthami express..
yes i firmly state that this is all negligence... how can a stampede occurs in such a famous temple...take as a consideration for tirupathi,to which so many piligrims come to that place...till now had any one seen the stampede over there..?simple reason is a queue maintainence in a strict way and yes police/volunteers not even controlled the piligrims in the recent stampede occured....and i got tears even...so many children, oldage people etc died in the severe stampede? here i wont support even people/policeman coz....everyone has anxiety to see the goddess...
but to sacrifice their lives is this imp??
govt should strictly follow queue system in the rush temples and send one by one...this is the only solution...they should allot the slots for group of people os tht stampede doesn't occur
and coming to recent train accident, rly dept was telling that accident happened due to short circuit...just a simple word....do this statement rescue back the died people..if the driver has stopped the train after 1 compartment was surrounded by fire then he could have saved so many lives right?line man should throughly check the tracks and engine compatibility and so that these kinda accidents doesn't occur.
and coming to road accidents
There are several reasons for road accidents, which are in fact very high in India as compared to other countries. Steps for bringing down Road Accidents in India Some of the following suggestions may be irrelevant, obsolete or even ridiculous, but it is sure that most of the suggestions are capable of saving thousands of lives. • Most important method to bring down accidents is stricstrict enforcement of speed limits. 90 % of accidents can be avoided by strict enforcement of speed limits. • Penalty of ( say ) minimum Rs. 1000 should be imposed on ALL those who cross speed limits. If this is strictly implemented, nobody will dare to go at high speed. • Existing speed limits should be brought down further. • Heavy penalty for those who cause accidents. • Tamper proof speed controllers should be made mandatory for all heavy vehicles. New heavy vehicles should have built in tamper proof speed controllers. • Two wheeler manufacturers should be asked to design two wheelers with a designed maximum speed of (say) 50/60 kmph. • New gadgets are to be developed for collision prevention and should be fitted on all vehicle. DRDO and other research organizations should be asked to develop such gadgets on a war footing. For example, gadgets can be developed to automatically slow down the vehicle, if safe distance commensurate with the speed of the vehicle in front is not maintained. • Diving tests for issue of Driving license is to be made more stringent and foolproof. • Raising of lower age limit for two wheeler and Heavy Vehicle license to 21. • Helmet should be made compulsory by law in all states, OR impose a lower speed limit for those who do not use helmet. • Helmet should be made compulsory for back seat riders also. • Ensure that all Helmet users are fixing the Chinstrap of Helmet. Otherwise it will not help during an accident. • Ensure that ONLY good quality Helmets are available in the market. • Strict enforcement of existing traffic rules.

“Incidentally, India holds the dubious distinction of registering the highest number of road accidents in the world. According to the experts at the National Transportation Planning and Research Centre (NTPRC) the number of road accidents in India is three times higher than that prevailing in developed countries. The number of accidents for 1000 vehicles in India is as high as 35 while the figure ranges from 4 to 10 in developed countries.” Drinking and driving A great number of accidents are caused by drunken driving. These drivers irritate me the most. Drunken drivers are more liable to make errors and more liable to get into a rage. Interestingly, research in the West has proven when drivers are intoxicated they exhibit aggressive driving behavior, going too close to the vehicle in front of them and applying more force when breaking. They are also more reckless, quite unable to see the consequences of their actions. So, what happens if a person who is inherently a fast driver, drinks and drives? A double whammy for those who are the recieving end.
the driving licences of all those who drive recklessly should be confiscated
Well, this is because the police, in the absence of a suitable law, attempt to charge the driver of laws like “culpable homicide not amounting to murder” (Section 304-II of the Indian Penal Code) and to prove this charge is impossible. It means that the prosecution has to show that the driver had the “intention” to kill. In most cases the drivers don’t…they are simply being negligent. Another very harsh law which is sometimes applied (section 307 of the Indian Penal Code) is “attempt to murder” but this too is impossible to prove. Naturally the culprits get away!
These crimes carry severe punishments and the best thing is that in homicide cases the license is taken away and the driver is banned from driving in that country. The punishments also get progressively more severe with each offense.
The most common types of rail accident are due to lack of maintenance, human error or sabotage. Various type of dangerous cargo such as fuel oil products. The main causes of road accidents are the violation of traffic regulations, speeding, drunk driving and poor maintenance of the vehicle and the roads. All these reasons add to the rising number of accidents and road fatalities.
we should put safety measures like as follows:
Drive only if you are competent enough • Be familiar with road markings • Be careful while driving in rainy season • Be a licensed driver • Keep to your lane • Don’t accelerate or decelerate suddenly
The safety measures at railway line should be as follows:
• At railway crossing pay attention to the signal and the swing barrier. • Do not stop the train on a bridge or tunnel where evacuation is not possible. • Do not take flammable material. • Do not smoke in train. • Do not pull the emergency cord unnecessarily.
Though the average number of fire accidents as well as the annual average fatalities are 8 per year for both, a stray major fire in train accident may lead to disaster. In general, nearly 40 % of fire accidents are caused by unidentified elements, on which the Railways have little control. With the rising social awareness, stringent scrutiny on trains, induction of fire-proof coaches & more and more technological inputs, it is assessed that the fire accidents and consequent fatalities would be reduced by 80% as compared to their present level.
With the focussed attention on human resource, technological upgradation and modern maintenance practices, the present level of human failures causing loss of life of people is bound to improve substantially.
advanced railway systems and good roads can save life of humans.
General Managers in Zones are ultimately responsible and accountable for achieving safety objectives laid down in their respective zonal railways. They will discharge this responsibility through the management line, and will ensure that their Railway has responded appropriately in this regard. They will be responsible and accountable for
ensuring that all reportable accidents are promptly reported. Equipment failures are correctly accounted for. Implementation of Safety Plan as per laid down schedule, monitoring of zonal railways' safety performance, safety auditing, completion of all accident inquiries within the stipulated period, completion of all accident related D&AR cases within fixed schedule, imposition of punishments in accident cases as per norms, monitoring of inspections of HODs, sorting out inter _ departmental safety issues and conducting annual inspection will be other safety responsibilities of GMs.
Railway Board Members will be individually and jointly responsible for laying down the safety norms, and also ultimately responsible for safe operation and maintenance of railways. The responsibility of the Board, as a collective body, will include determining safety goals and processing, approving and implementation of safety-related projects. It will also ensure that identified safety projects are neither starved of funds, nor will they have time and cost over run.

Dear Anonymous,
There is a saying that the time available for becoming an accident is just 5 seconds. So the driver's should be so attentive that he should take the decision in that 5 seconds.
unfortunately in India the government is not bothered despite so many rail accidents. They will appoint an enquiry committee and after that nobody is bothered.Though the railways are charging Rs.10 extra per ticket towards safety no measures are being taken to avoid the accidents. Most of the accidents are human and nobody values the life of another.
In piligrimage places generally accidents takes place because of rumors and hurry of people to see the god. This leads to the loss of inncocent people like women and children. The government and the temple authorities should take steps to allow people in a systematic manner.Young people should come forward to work as volunteers in such places.

Accidents are caused by inattention, taking chances, bad judgement, fatigue, and horseplay. Other causes are poor instruction (not reading manuals), missing guards, unsuitable clothing, defective equipment, insufficient working space and poor lighting.
The first step in preventing personal injury is to familiarize yourself with any new tool before using it, read the manual, do a dry run with the machine unplugged. Only use a tool or machine for its intended purpose.
Invest in the best and most comfortable eye protection you can afford, use them religiously.
A clean and neat shop is a safe shop, have a garbage can handy, designate where hand tools are stored, sort nails, screws, and other hardware in containers. Sweep up at the end of the day, you will feel much better coming back into a clean shop.
Think an operation through before beginning it, never put yourself in a compromising situation, even just for a second.
If it is a two person job don't try to do it alone, wait until assistance is available.
Stop work when you become tired or fatigued, never start work if you are under the influence of medication, alcohol or drugs.
Use hearing protection when performing noisy operations.
Wear a mask or respirator when necessary, set up a shop dust collection system if you are continuously working in dusty conditions.
Label chemicals, use gloves and eye protection when working with them.
Use gloves to handle material, if you must, but take them off before using any machinery.
These "accidents" are preventable if there are proactive, rather than reactive approaches to accidents.
Crowds like individuals, display various types of personality traits. Individual tribulations can create stress and may lead to disastrous outcomes if handled incorrectly. In addition, crowd problems can create chaos and danger if not taken seriously and dealt with appropriately.
Imagine attending a public event, such as a professional soccer game. You know there will be a large volume of people congregating at the stadium. However, you do not foresee any danger as part of the crowd. Your adrenaline rushes as you watch the game with excitement, and everything seems to be sound. Then suddenly, you sense a disturbance among the people around you. Before you can rationalize your perceptions, you feel a push from behind and in an instant you're lying on the ground face pressed into the dirt. You use all your strength in an attempt to stand up again, but the crowd does not notice or care to help with your struggle. Instead they proceed to trample on your helpless body to save their own lives. You begin to panic. Then you come to the realization that the area has succumbed to pandemonium.
Panic is a problematic issue pertaining to crowds and can be extremely disruptive. When one is faced with the situation of a crowd out of control, it is important to be aware of the potential risks involved with crowds. Also, a strong background in crowd management issues is essential to understand the logistics of large gatherings.
The first step in preventing crowd panic is to be aware of the causes. Some of the main triggers include:
* Fire - Fire can be deadly and if the necessary escape procedures are ambiguous and/or not easy to follow, panic is inevitable. * Emotional Instability - A simple fight that becomes uncontrollable could cause insecurity within a specific area in the environment. * Fear - Fear of endangerment or harm can arise from emotions related to panic and may lead to deadly consequences. * Anger/violence - Violence is foreseeable when feelings of anger or rage take over a crowd. * Spatial limitations - In an attempt to escape a dangerous situation, there must be an allotted amount of space for every person to egress the facility safely. Otherwise, people could be trampled or may suffer from suffocation. * Demographics - Specific locations or groups of people cause crisis events. The nature of the event creates an environment for possible disruptive behaviors. These triggers are often a result of poor supervision and a lack of preparation for the events. In response, effective security measures and sufficient crowd management will help control panic situations before they get out of hand.
Panic becomes uncontrollable due to environmental factors. Location of public events is vital, and all aspects pertaining to the environment must be carefully analyzed. Most importantly the setting is to be safe. Creating a secure haven when they are on the site avoids negative feelings and disorderly behavior.
Layout is another important factor. Facility design is critical in crowd management. The key is a proper access route into and out of the complex to prevent accidents and crowd panic. One step in planning ahead is ensuring the circulation system's primary goal is to save lives. Every possible route or exit out of the building must be adequately dimensioned so that everyone can egress the building safely. Rod Sheard describes the best way to plan a circulation route is "in a way similar to the branches of a tree; small groups which eventually meet other larger groups and so on until you get to the trunk of the tree which is the public road". It is important to abide by local statutes and ordinances to preclude legal liability.
Structural composition is another environmental impact of panic. Each facility has a limit on the number of people who can fit inside at one time. If the maximum capacity is exceeded there is a greater risk of crowd danger, because the architectural implementation was not designed for additional weight of overcrowding. Also, the size of the building should accommodate the estimated number of people occupying the allotted space who will attend its anticipated events. For example, a nightclub building would not compare in size to a soccer stadium. Adequate exits and entrances are exceedingly essential because they provide the crowd with a safe route into the facility and, most importantly, back out of the facility.
Supervision is imperative in controlling crowds, especially at events with large volumes of people. Security officials are generally the most common form of supervision. It is necessary to educate and train security officers on the potential risks of crowd behavior. Consistent and repetitive training will effectively prepare security staff for ways to prevent panic and how to react to problematic situations.
The problematic differences relate to types of crowds. Crowds are diverse just as individuals display various types of personality traits. The overall crowd consists of smaller crowds. At a stadium there may be a group of women, men, children, and/or a group of disabled persons. The goal in creating a safe event is to consider these differences.
The most important consideration to ask on this subject is how to prevent and/or react to this behavior. In addressing this question, evacuation plans are imperative and can be very helpful. In creating any effective evacuation plan he feels the following seven items are crucial.
* Purpose - State in detail the functions and goals of the evacuation plan. * Policy - Communicate the policy of the organization clearly (safety and security procedures should be direct and easy to follow during an emergency.) * General Information - Be aware of all aspects of the facility, such as the structural design, the number of entrances and exits, spatial limitations, and location. * Define Potential Emergency Conditions - List all possible emergency threats to the facility. The list should be reasonably long because if a disaster can be foreseen, the probability of occurrence is high. One can never be over prepared for an emergency. * Responsibilities - Individuals will be assigned to particular duties during a crisis situation. The responsibilities are to be limited and periodically reinforced through training. * Procedures - Communications is the key. How will people be informed of an emergency? How will they know the plan has been enacted? What forms of communication will they use? (Radio, telephone, sirens) These procedures must be thoroughly understood and practiced through repetitive training and spontaneous drills. * Evacuation Techniques - Evaluating the plan and design will identify any flaws. For preparation, examine the techniques and procedures and try to solve any possible conflicts that could arise.

As a human being your fears and worries about the increasing trend of loss of life and property in India through different ways – primarily due to the terrorist attacks in the way of calculated and explosions at targeted areas where uncontrollable gatherings happens, also, incidental accidents and of broke out of fires in trains, road accidents etc. are contemporary and humanitarian subject.
While we think of loss of life – the very fearful and sympathetic scene might be the Terrorist targeting blasts as chain service – but the innocent people 99% of this country is not the cause for the same. This is ultimately proves the utter failure of our intelligence and the law and order officials, also Indian Govt has been failing to punish those who found by the courts – right from lower courts to our highest Court – Supreme Court. The appeasement policies control the officials to execute the orders of the court – the person who declared is responsible to the Parliament attack even now – the Govt didn’t execute the order of the supreme court. What is the force stopping the govt. from giving him the punishment ordered by the Supreme Court. Such acts shall always favour to those who are trying to do more attacks in India. Hence I think the general public is not responsible for it. This is shows the acute failure of our intelligence agencies and the policy makers of our internal security.
The Second one is fire and accidents of trains : there may be cases of incidental cases which are not directly linked to any person in particular – Since the trains are running with electrical power, there may be chances for such incidents to occur some times. But I think precautions and safety measures introduced more and more now a days after each and every accidents of trains in India. Our society and people in general have a tendency to waive out whatever the rules and regulation which are introduced to provide for the safety for themselves. Actions and programs should be executed to increase awareness in people with regard to the safety steps to be cared and taken by themselves during travel and co-operate to the officials during journey. To make awareness in people is important in this case. In this case negligence % is more.
Other causes of incidents of loss of life is due to Road/Traffic. Authorities should follow strictly the licensing and traffic rules without any consideration to power politics of leaders, in a fearless way and to be without bribes. Yes, public awareness to traffic rules and keen observation by the executing authorities is required. Strict laws should be executed to prevent drivers using liquor and such other things during driving. I think this is prime cause of road accidents. Most probably the negligence factor is in high %.
To conclude, we can control all these incidents and accidents by and large. But joint efforts in the line is highly suggested. When all these happen to seen, feel and hear in a regular basis it is certain that all these tragic accidents and crimes, attacks –our people set their mind to feel as a normal and routine thing as a part of their daily/regular life.
People as a societal being can ensure their safety and also to help the suffering people, also to create awareness through different means and ways and to utilize opportunities they get at times, for the same

Hello, Some of the accidents occuring in India could be avoided though not all. Disorder and confusion is one main cause of many accidents. One great hindrance to creating order is our large population. Still, many more things could be done to avoid such accidents.
A stampede can be avoided if proper rules are set. Why should there be a stampede in the temple? Only to view a deity and pray. If there is a large crowd of people expected in the temple, the temple must be opened for a longer period of time for the festival season. Volunteers and police need to guide people to allow all viewers inside in a orderly way.
Next about people dying while travelling in commuter trains . It can be avoided with modern technology of railway system of other developed countries. Increased frequency of trains, Automatic closing of doors before a train leaves the station can help avoid accidents caused by over crowding. Anyone violating the rules must be jailed and fined.
Liquor adulteration and accidents caused by overspeeding can be controlled with proper enforcement of rules. Severe punishment by law and hefty fines are only two ways to enforce law and order. Add to it, cameras in all public places to monitor traffic and other accidents. This will allow better law enforcemnet.
Misdiagnosis of cases by doctors can only be avoided to a certain extent. One major reason for the cause of misdiagnosis is overcrowding of people at doctor's clinic. Every doctor must be allowed to examine only a certain number of patients. This will help avoid many errors commited by doctors in a rush to examine patients. Even misdiagnosis and medication errors committed by doctors should cause doctors their job. The license of such doctors to practice must be taken away. This will reduce the cases of mis diagnosis to a great extent. Again, doctors who lack knowledge to diagnose a disease must refer the case to another specialist to avoid misdiagnois.
Pedestrians are hit by cars and this happens daily across all major towns and cities in India. Only proper traffic signals, walking pathway for pedestrians and cameras in street can only help to bring down such cases.
Another cause of more accidents is more vehicles on our narrow roads. Encourage people to take public transport and limit the number of licenses given to people and vehicles. If the number of vehicles hitting on road is not restricted, the number of accidents will only rise on narrow Indian roads.
Are we as a culture too accepting of accidents? I would say "YES" because we hear such accidents almost everyday whether it is in our own state or elsewhere. Hearing too many news makes people numb their senses to respond. People who commit mistakes in their profession due to negligence and those commiting crimes must be held accountable. Severe punishment for those commiting crimes, faster enforcement of law, fines and more public awareness can only help to avoid some these tragic incidents. Above all, our population must be brought under control for the succsess of any new plan or proper law enforcement.

The deaths that are occuring are purelly due to negligence. Fist coming to the terrorist attacks, if the Intelligence Bureau had concentrated on the terrorist activities rather than tracking the record of politicians for the Nuclear deal to get approved in the parliment, which was ordered by the government. All the Bomb blasts wouldnt have happened. They could have been prevented.
COming to the fire accident that took place in south India recently and the ones that happened over the years. The railway authorities arent taking measures or learning lessons for previous incidents. If you look at the compartments for the low importance trains they would be in the worst condition they could be and will no be replaced until some mishap like this occurs. The maintainace that has to take place on a regular basis is not being undertaken properly. There are over 2 Lakh bridges in India on which trains run. 70% of them were constructed during the British rule. No measures are being taken for their reconstruction or replacement until the bridge collapses. Regarding the commuters in mumbai, it is due to the ignorance or carelessness of the commuters.
Hospitals are looking mare at making money than treating the patient to cure him of his ailment. Lack of dedication to work is causing misdiagonisation and leading to loss of lives.
Coming to the stampede that occured recently it is not only due to the neglience of the authorities but also the ignorace of the devotees.
Finally to conclude Negligence is the main cause of these mishaps.

Reality is that most of the accidents / human loss takes place due to negligence. Human error is the major reason for repeated accidents ,which has become a part of our day today life . The major responsibility lies with government to enforce rules & people to take reponsibility in following those . According to statistics 75 % of the railway accidents in mumbai occurs due to collisions between people & trains .This mainly happens when people are crossing railway lines in defiance of rules .This link http://www.bcpt.org.in/webadmin/pub… gives more details .Disregarding of rules may prove to be fatal to everyone travelling .Majority of accidents can be avoided if individuals takes reponsibility to act in accordance with rules & have increased safety awarness.
Though the government imposes the rule , we are the one who must make it happen .Its a well known fact that wearing helmet reduces head injures & hence avoids accident deaths, still many tend to ignore this fact ending up in tragedy .This simple act of wearing helmets may save our life .There are still some states which have not made this mandatory in the road rules. The present situation is individuals easily get away for their mistakes giving small amount of fine or bribe There must stringent punishment for people who ignore traffic rules .Here are few suggestions given in a public health symposium that focussed on road safety Usage of separate type of vehicles/two-wheelers for children Have separate lanes if possible for different type of vehicles as is being done in developed countries. Carry out some research work as to how the issue was being tackled in advanced countries.
Loss of life due to stampedes have been occurring repeatedly ,Strtucturing of process must be done in public gathering places.Confusions happens because we dont know the way to react ehen something unexpected happens hence ,crisis/disaster management awarness must be increased among people, awarness on what must be done incase of anticipated risks/crisis must be taught/made available to public so that they are equipped to take the immediate steps needed when they are in difficult situation .Also , the overcrowding can be better managed in a structured way by taking the help from local voluntary organization . Emergency help line & staffs must be easily accessible for public , so that individuals are saved in case some unfortunate things happen.

It is more of negligence, crowd's unruly hurd tendency, abrupt behaviour and lack of coordinating machinery which led to most of such accidents in India. The administrative and law enforcing machinery are responsible for such incidents. We Indians believe in short-cuts, compromises with the attitude of "Sab Chalta hai and Chalega" and "it may affect others but not me" with over population every where are the main culprits.
The above is the general and administrative angles for such happenings. But for last some time the planetary combinations are also indicative of such occurances. Saturn-Mars conjunction in Leo, Retrograde Jupiter in Saggitarious, Solar Eclipse on 1st August(Sun-Moon on Ketu-Rahu Axis) and Lunar eclipse a fortnight later are indicators of such incidents which learned astrologer can decipher very well.
In any case these are sad happenings. We cannot change what God has destined to do but can definitely try to change our thinking, attitude and take preventive measures properly at all such places as best as possible. We can make a big difference by changing ourselves. GOD BLESS ALL.

Accidents are quite common on Indian Roads. Majority of accidents occur either due to the driver's error or due to the negligence of the safety norms. Driver fatigue, drunken driving are some other reasons of the mishaps. The actions like dangerous overtaking, lane cutting, jumping of signals, erratic parking can be counted as major causes for the calamities on the roads. Usually, accidents are prevalent in urban cities where "Speed" of the vehicles is uncontrollable and where each and every individual is in hurry. Private vehicles get struck in the local roads while the commercial vehicle accidents are prevalent on highways. Buses are one more player. Many bus tyres get exploded, while most accidents occur because they do not use dim headlights. Apart from the infrastructural loop holes, vehicle manufacturers are also to blame to some extent. Knowing the extent of the impact of accidents in India, proper safety measurements are not implemented in vehicle designing for Indian roads. Equipment including safety air bags and many more, although present in vehicles abroad, are absent in Indian vehicles. "Most countries have a multi-disciplinary approach to traffic planning and road design. The usual mistake seems to be in assigning “fault” rather than preventability. A driver can be technically free from fault, yet may have been able to avoid the accident. Unless you are driving defensively (to prevent being involved), it may be only a matter of time before you are involved in an accident.
Slowing down in adverse conditions (i.e. weather, road, light, vehicles, obstructions) is the best preventable measure. Slowing down allows for much shorter stopping distance. It also allows you much more time to see everything and to make correct decisions. Keep as much space as possible between your vehicle and others.
Although walking is a legitimate mode of transportation, it needs to be improved in every community. A huge number of pedestrians are killed in traffic every year, that people with disabilities cannot travel without encountering barriers, and that a desirable and efficient mode of travel has been made difficult and uncomfortable Safety tips for pedestrians: Make eye contact with drivers before crossing the street to ensure you are seen. Use designated crossing points and obey pedestrian traffic signs. Wear bright-colored clothing or carry reflective articles, especially when walking at night.
it is important to remember that virtually every country in the world operates its own medical practices. Medical malpractices may hide medical murders It is often difficult to prove that a hospital is negligent. If a hospital is a private institution, as are most hospitals in the area, it can certainly be liable for negligently failing to order proper tests, arrive at a proper diagnosis and render proper treatment. However, if the hospital is a public institution, , the hospital could only be liable for negligent treatment.
