Subject: Curb Terrorism in India !

India has the collective ability effectively to target all forms of terrorism that threaten the nation’s security and integrity. What remedial measures, long term and short term, can be taken to tackle the problem of terrorism?

We all know that TERRORISM is "cutting your nose to spite the face" as they say In our Indian democracy we do have the freedom to decide many things and although we do not always see results immediately in many areas we see over the period that there has been signifcant change and improvements. The trends are based on the desires and pressures of the "active" public through the Process of the Executive and Parliament or Dept most often.

1. What we need to awaken in India is that all have responsibility for the quality and range of services offered by the Govt and cannot blame later if we do not stand up and take action, collectively even for something that is vital / important which cannot be left only to our representatives who may have their hands full already or have vested interests behind them. This is our Democratic Right and Duty (both not only one)

2. We must have common community values for all and accountability from all, as well as a inbuilt forum for any greviances which have authority to intervene if faults are found and take corrective, timely, reasonable, responsible and appropriate action. Otherwise this would entice deviants and budding terrorists to flaunt their devious & dangerous havoc upon the unsuspecting public.

3. Severe penalties can be given to the perpetrators of these & social crimes appropriate to the extent of crime and hurt to the people caused.

4. There should be religious harmony propagated (Like the IRHM - Inter Religious Harmony Movement at 30 St. MArks Rd, Bangalore -1 who meet on 2nd & 4th SUNDAYS at 4 pm - free to all public) where common understanding and dialogue between the many religionists of each others Religion and practice and shattering blind ignorance and wrong asumptions on all sides. Especially the youth. Gandhi used to work tirelessly for this also but the succeeding Gandhians nowadays are not visible to the common man nor seen to address their needs at all. Which is very sad. They need to get into media upgradation and technology and use this wisely. Govt should have workshops for schools in various fronts for the common works - doing things together which helps building harmony and understanding between all. NSS/ NCC, Guides, Scouts and such do this very well but it gets lost as we go out of the schools & colleges and priorities change.

5. VALUES need not be sidelined by the TVs and Media and what people watch impacts the minds especially of the young. Schools have forgotten this nowadays with too few exceptions; homes do not bother to discuss these at all due to current urban ifestyle and time management. Dont forget Terrorist have come from our own systems, and are aggrieved by something within, and are taking action since they feel this is the right outlet. This must be nipped in the bud.

6. Overall concern of public is minimal except as a knee jerk reaction not as serious containment of these issues/ values etc.

7. Above all LOVE of God and hence Neighbour must be seen and felt so that people erverywhere will be uplifted and reject wrong choices and actions; our too many of Religious Leaders seem nowadays to be polictical animals and grandiose in their vulgar display of power and display wealth and wrong signals are sent to their followers / disciples; they seem to be more preaching rather than practicing and showing others how to live well and peacefully and happily.

Lastly the family seems to have been increasingly sidelined cohesive unit where tolerance and patience, love and living together can take shape. Adverts seem to highlight the ultra importance of satisfaction of selfish desires and selfcentredness above all else

The worring factor for all countries now a days is the raise in Terrorism.Even though the intelligence network is much stronger in our country still the terrorists are attacking.The long term and short term measures that the government and people should take are as follows:-

1.Establish the anti terrorism squads in which the police and people are memebers.

2.Every shop and establishments should take measures to tackle the terrorism.The measures shold include that n person entering the shop should carry any bags etc.Parking slots should be kept very far from the shops and not in front of the shops.

3.Stringent vigil should be there at every highly populated places like restaurants,malls,theatres.

4.People should be also vigilant and should not feel that it is the responsibility of the police.

5.When ever a attack takes place people should not balme each other community and should be calm.

6.Government should make the law more powerful and punishments shold be so strict that in future nobody should dare to do such act of terror again.

Using force against terrorists is like treating only the symptom. What about the root cause like the Babri demolition and the Gujarat genocide? The demolition of the Babri mosque at Ram Janmabhoomi was wrong and against the law of the land. But obduracy of the fundamentalists in denying Hindus their holy place is equally wrong. I am an agnostic but do believe that others who have faith have equal right to their belief. It is not that a compromise had not been worked out in similar cases. The case of the Krishna temple in Mathura is similar so is the case of the Somnath temple.

Making an issue of an obscure mosque in Faizabad was the original sin. In a plural society both the majority and minority have an obligation to respect each other's beliefs, this cannot be a one-sided affair. Many sensible people on both sides tried to find a solution to the issue, but politicians on both sides, interested in dividing society, thwarted all attempts.

This issue has been further vitiated by the 'secularists', who in league with the fundamentalists first disputed the authenticity of Hindu's historical memory of Ayodhya being the birthplace of Ram. The ill logic has been extended further when many question the historicity of Ram and the Ramayan. There is glaring asymmetry here. All Hindu beliefs and history are sought to be rubbished on ground of lack of 'evidence'. It is this moronic approach that has turned even the liberal, the tolerant and the agnostics against the 'sickularists' and their fellow travelers.

In addition, some NGOs and individuals, with vested monetary (foreign funds) interests have kept alive the memory of those riots. They have falsely created the brand 'Gujarat genocide' by harping on the 2,000 killed when the (secular) central government puts the figure at 800.

The Gujarat riots or the Babri issue are not the root causes, these are mere symptoms. The root causes are population explosion, lack of economic opportunity, lack of education and separatism. Added to this is the fact that religious reformation in all the communities, has bypassed north India. Political interest in dividing society on the bases of caste and creed and foreign vested interests to destabilise India complete the circle of root causes.

We have in the past held talks with the Nagas, Mizos and sundry groups. Why not with the Islamists?

There are two types of internal conflicts, one is a 'realist' conflict that is fought for material objectives, for instance independence or separate state (the Bodos). Here since the goal is material and tangible, it is possible to negotiate and compromise. It is thus possible to negotiate with Kashmir separatists, but not with the jihadists.

The second type of threats that we face, namely Islamists and Naxalites, are ideological conflicts. Naxalites want to overthrow the entire system and replace it with one party Communist rule (on lines of Stalin or Mao). Can a democratic State negotiate its own destruction? Similarly, the Islamist goal is the Islamisation of India and establishment of Sharia rule. No negotiations are possible with such groups.

We must take the literature found with Students Islamic Movement of India activists that talks of this goal seriously. Hitler's [Images] Mein Kampf was not taken seriously and the world paid a terrible price for it.

The Islamist terrorists have another advantage. Since they cloak themselves in religious idiom, they draw support of the average Muslim easily.

How do you fight terrorism? Or should we just be fatalistic and wait for the next attack?

It is necessary for the whole nation, not just the government, to fight this menace. If left unchecked it has the potential to derail our economy and destroy our freedom and democracy. The measures to be taken can be divided into long term and short term measure.

The long term measures will entail overhaul of our educational system so that separatists and extremists do not breed more terrorists taking advantage of constitutional guarantees. Our Constitution gives freedom to the minorities to establish institutes to preserve their culture and language. But that does not mean we permit or encourage separatism under this guise.

As a first step we must have a uniform curriculum, compulsory for all schools that must teach the students the essence of all the religions. Thus a child in a madarassa or a Hindu pathshala must undergo a course that teaches him about Hinduism, Islam, Christianity, Sikhism and Buddhism.

We have to enforce pluralism through understanding at that very crucial stage of child's upbringing. Many a misconception about different faiths is born out this ignorance. Any institution that is not prepared to accept this should not be permitted to operate.

It will take many, many years for the effects to be felt, but we must take this step to nip in the bud the menace of religion-based hatred and terrorism. To deal with complaints of discrimination we must have a structure with powers to punish and redress.

As to short term measures, there is a need to enact a law that deals with not just terrorists but also their supporters and sympathisers. The present laws are wholly inadequate. The argument that a terrorism law would not stop terror acts is infantile and moronic and is political cynicism at its worst. We have laws to deal with murder, but that has not stopped murders from taking place, does that mean we should have no criminal law?

If a tough law that makes all those who help, support, conceal terrorists is in place, it will certainly remove the support base of the terrorists and make it difficult for them to operate. The US, UK, Indonesia and Pakistan all have anti-terrorism laws. It is an irony that India, one of the worst sufferers, does not have a law to deal with this menace that is unlike a normal crime in many ways.

An effective passive measure to fight terrorism would be to form a country wide grid of information by co-opting civil society organisations like mohalla committees, gram panchayats, housing societies etc. These organisations should be given the responsibility to monitor their areas for suspicious activities and be held accountable. To their prestige and effectiveness they must be consulted by the police in matters of arrest, detention and bail.

But passive measures alone will never suffice. There are several pro-active and aggressive measures that have to be taken, mostly covert, within and outside the country. But these recommendations/measures are not fit for public discussion and debate and will remain unsaid. Suffice it to say that India will have to show its iron fist to recalcitrant neighbours. Do you think these measures will succeed?

I believe it is the failure in our policies that causes a rise in terrorism. What happened in Ahmedabad recently is not new, and there have been many times when innocent people have been killed in Ahmedabad and the culprits are moving around freely.

Reasons of rise in teroorism:

1. Faulty law and order situation. I do agree that police cannot be present everywhere everytime. But even we as good citizens are not cautious and careful. We tend to depend too much on the government.

2. Corruption: This is the worst form of terrorism in India. Corrupt people on high positions leads to problems of increase in terrorist activities. While a simple theif can be badly beaten up by the police, the same police is being malhandled by corrupt influential people who commit misdeeds and are still left free.

Precautions and measures to deal with terrorism:

1. Creating an environment free of corruption: We as individuals should take a pledge never to bribe anybody even if it becomes essential. Instead, put a complainst against those who ask for bribe.

2. Unity: When some people are falling victims to such things, others are simply satisfied with the fact that they are safe and don't tend to take any action to prevent the future happening of such terrorist activities. We forget that the next time it could be us in their shoes!!!!

3. Political structure: We have created political structure elected and selected by us on the basis of prejudice and not intelligence. Even those who claim to be non-communal are communal in some form. Just that they are gainst majority doesn't mean thay are in favour of the deprived.

The 498A law is also a form of Legal terrorism wherein innocent families are brutally murdered emotionally and socially. Such activities receive full support from the police and even law and extortionists in the form of mean, greedy and even characterless women have misused this law for harassing their in-laws. Such cases are empowered by police and lawyers because it is a lottery for them to have their share of the cake from the innocent people who are tortured in the name of law. And we as the people of India, letting such laws to be applicable and seeing this injustice done to our fellow human beings.

We as Indian citizens must also oppose such acts of crime and terrorism and join hands to fight against it.

Hello!..Terrorism exists in India in a high range of forms, much more than any other democratic country would have. This affects our nation as a whole and destroys our culture too. Terrorism has different forms and each form is a distinct challenge to tackle, so it needs to be tackled according to its form and seriousness of its after-effects in longrun.

The following things can be done and kept in mind for tackling this: 1. Firstly, we all should learn that terrorism cannot be in favor of any religion..no matter which religion the terrorists belong to, they are inhuman and they do not measure the consequences of their deeds on people of various religions. In short, they dont spare ANYBODY!...so v should all unite against them, forgetting any kind of religious or culture differences.

2. Well, terrorism like what we are facing today in some of our major cities, frankly speaking, its tough to prevent this kind of thing. Mainly because, terrorists would be planning this for a long time, but v never know when this is expected to happen. Nobody can It is real difficult to keep checking the whole city every now and then, but yes, one thing that can be done is to keep a watch on antisocial elements who are suspects, but not yet caught.

3. What we individuals can do at our level is that v should support the government as much as v can. When we have strict checkings in public places, big malls, etc., we need to respect the procedure and cooperate with it fully. I have seen people getting annoyed at the guards at malls when they are checking them. We Indians have seen the best of democracy, so v hav perhaps become stubborn for any kind of limitations on us. But, v must remember, this is in our favor and just for our safety!!!

4. We should be alert and feel responsible. When we see some unclaimed things lying suspiciously at a public place, we sometimes dont even bother to report about this, instead v tend to run away from such suspicious objects : P ...We should all become alert and report any such things lying anywhere at public places, and if v see anybody leaving such things, v should go after that person immediately and ask him to take it away, just to make sure that it was left out by mistake and not by intention.

5. Police needs to be very active in dealing with such things, and again, we individuals should offer all support to police in such matters. Instead of getting mad and shouting in media after a blast, v should try to volunteer at a hospital nearby where the victims are being treated. Yes, in my city, common people found a new way out...just a day after all this happened, people went on a large scale for blood donations, I found this a good idea too to help eachother in this crisis situation.

6. The small towns which share border with another country, are not that well protected. I think this is where these terrorists come from..its really very important to safeguard at this level. I know its not easy to keep a watch at the continuous stretch of a border that too on the mountains, but we surely need to find means to protect those borders as this is where these terrorits escape from..!!

7. Would also like to mention a terrorism promoted by our law system..some laws which attack even the most decent citizens of this country..we need to fight against this form of terrorism too (like the 498A), which frightens a whole range of good, completely innocent, and law supporting individuals..sometimes a wrong law generates criminals out of innocent people!..

In the end, I would again urge the common people to be more alert. Terrorists win because they get support from many of our own people, whose minds have diverted from normal state. If we have any such individual around us, who is deviating from the right path due to religious leader's or guru's influence, we should try to help that individual come out of that and teach him that no relegion can sustain happily by destroying others. Even if only 1 relegion exists, one day the people of the same relegion will be divided on caste grounds by antisocial elements for their own benefit, so there is no end to this bias..even in nations where only one relegion exists in great majority, people do fight within them and terrorism does exist!!...nobody is perfect, neither me nor u, but v can at least try to be good to each other and have a "live and let live" attitude : )

India is a secular country. Having major religions and minorities.And more over it is a democratc country.So this has some times observed as the disadvantage.

For our terrorist enemies, violence is not only justified, it is necessary and even glorified – judged the only means to achieve a world vision darkened by hate, fear, and oppression. They use suicide bombings, beheadings, and other atrocities against innocent people as a means to promote their creed. Our enemy’s demonstrated indifference to human life and desire to inflict catastrophic damage on the United States and its friends and allies around the world have fueled their desire for.

No doubt that today in India none of the state Govt. relax from the terrorism. We donot have such policies to curb them.In my view it should reuire stringent policies and should have separate Govt.organisation to face this prble.And I think this terrorism has been increased with the increase support from our elders also , for what ever reason.

Now a days this s being treated as High Quality Terrorism.The groups are well trained in sophistcated methods.

To attack terrorism we should develop the following methods

Developement of the rural areas equal with the urban areas.I mean to say the facilities of Townships and villages must be same.

100% compulsory education.

Reduction of unemployment.

The long-term solution for winning the War on Terror is the advancement of freedom and human dignity through effective democracy. Elections are the most visible sign of a free society and canplay a critical role in advancing effective democracy. But elections alone are not enough. Effective democracies honor and uphold basic human rights, including freedom of religion, conscience, speech, assembly, association, and press. They are responsive to their citizens, submitting to the will of the people. Effective democracies exercise effective sovereignty and maintain order within their own borders, address causes of conflict peacefully, protect ndependent and impartial systems of justice, punish crime, embrace the rule of law, and resist corruption. Effective democracies also limit the reach of government, protecting the institutions of civil society. In effective democracies,freedom is indivisible. They are the long-term antidote to the ideology of terrorism today. This is the battle of ideas.

I do not agree with this statement at all. Offering condolences to the agrieved is not actually dealing with terrorism. Lot more needs to be done. Law and order situation in India is a result of so many so called influential people having sold themselves to the terrorists.

Before we discuss the definition of terrorism, let me give you examples. I as an Indian, am falling victim to terrorism everyday in the following ways:

1. Whlile driving: On my way to workplace, some rash driver comes suddently driving wrong way and nearly injuring me and then shouting on me "Can't you see and drive?", when actually everyone knows, he is driving the wrong way.

2. Parking my vehicle: I go to my bank for some important work and finding no proper parking, I keep my scooter with other scooters parked near the pavement. I come out of the bak in 10 minutes and see that my vehicle is missing. I am told that the Municiplal corporation van has taken my vehicle which was parked in an area not meant to be a parking. But look what I get to see, someone else who kept his vehicle there with me is laughing telling me that he saved his vehicle!!!!!!

3. Traffic policeman catches a aman without helmet and lets another one go....there are people who claim they are never caught while they never wear helmets.

One must be wondering, what has these things to do with terrorism, well, it really is terrorism aith a slishtly different name: corruption. Unless we fight against this terrorism, forces from outside will keep taking advantage of us and we will never be able to curb terrorism.

Thousands of people across Indian cities would have skipped birthdays and dinners and long-delayed shopping trips on Sunday because of fears of terror attacks.

Terrorism is no more a faraway blip on the radar in conflict areas. It is thumping at the doorsteps of cities that never had any experience of such bombings -- from Lucknow to Varanasi to Jaipur to Bangalore to Ahmedabad. India has entered the era of Easy Terrorism; bombs can be made for as little as Rs 25 in a few minutes.

We suggest ten steps that India should take to take the battle against terror from rhetoric to impact:

Create a network of surveillance cameras: Britain successfully fought terrorism with them. And they do not cost a bomb. A good quality four-camera system that will pan and take images from all directions for up to 60 feet costs just Rs 11,500. Five thousands such cameras in New Delhi would cost Rs 57.5 crores. That is worth a single big Bollywood movie – that is the amount Saawariya and Jodha Akbar reportedly earned at the box office.

They will be a deterrent not just against terrorists, but traffic violators, eve-teasers, chain-snatchers and killer drivers. And for places like railway stations and bus terminals, the same cameras will see in darkness as well – for Rs 3,500 more.

"There is no demand of cameras for public safety. People think they are only for spying," Ahmedabad-based surveillance equipment seller Mehul Shah said by telephone hours after the serial blasts in the city.

Pump money into forensics: India 's forensics capability sucks. We do not believe in using science to tackle crime and terrorism, the most effective way worldwide. Apart from some centres of excellence, little attention has been paid to sprucing up our forensics laboratories in the states. In Jharkhand, it was actually running until recently in a cowshed. Investment in forensics would not just help get crucial leads in terror cases, but help solve other ordinary crimes.

Give more work to the RTO: Introduce vehicle tracking and identification systems at the time of car registrations across states, with a central database. Make them mandatory fittings; help out carmakers with tax breaks on the equipment. This is very doable.

Shopkeepers as sleuths: Low intensity bombs, the kind of which used in most recent bombings, were made from fertilizers and materials commonly available in the market. If we can make internet café owners more aware, vigilant and responsible, why not the hardware store guy and the fertilizer seller? This is admittedly a tough task, but some regulation on sales of potentially deadly chemicals, and education of the sellers, could go a long way. Is a person who looks nothing like a farmer or gardener buying ammonium nitrate? National ID cards: More than 180 million Indians do not have even voter ID cards after Rs 1,500 crores have been spent on the project for 15 years. The question of a national identity card – once proposed by the BJP government – remained mired in politics.

Across the border in Pakistan , officials have done it seamlessly: The National Database & Registration Authority (NADRA) has issued 60 million ID cards, and is set to issue them to all 150 million eligible Pakistanis. Pakistan ahs also launched multi-biometric E-Passports with sophisticated security features.

National law on terror: Bring a national law to deal with terrorism. The 2002 Prevention of Terrorist Activities Act (POTA) was being misused in many areas, but what was needed was to fix those problems, not throw out the law altogether.

Create a Department of National Security: Dealing with terrorism is a state subject, and officers in many states find themselves at sea. A national organization – perhaps modeled after the National Disaster Management Authority -- should be created that deals directly with terrorism and has specialized crack units all over the country, which seek help as and when required from state colleagues.

National database of suspects: If a terror suspect from Ahmedabad walks out of India through the land border with Pakistan, the security guard at the immigration counter has no way of knowing who he is. Create a national database of suspects connected in real time to the Interpol database.

Bring in the CBI: State police in India have a conviction rate of 20 per cent – compared to 70 per cent by the CBI. The agency's hands need to be strengthened and terror cases need to be handed right away to the CBI, not after evidence has been ruined, leads have run out and state police cannot do much.

Police the police: Last – and the most important – infuse life into the beat constable, and do not bog them down with work that has nothing to do with the police force. The beat constable is the person who will first spot the stranger in the neighborhood, the unclaimed bag and the suspect late night buzz on the third floor – and possibly save lives.

In India punishments are not very severe .If the punishments are made we will be able to control terrorism. Once the terrorist are arrested by the police they must be sentenced to death. If the punishments were harsh, definitely terrorism will come in to control.

Terrorism in India is usually associated with the conflicts on the borders of India and generated and aided/sponsored by India's neighbours that we called cross border terrorism. The states now under terrorist points are of increasing day by day. Kashmir, Punjab, Gujrat, Rajastan, Andhra Pradesh, Karnataka, Maharashtra (Mumbai) and the list is increasing day by day. also, the largest public serivce sector- the Indian Railways.

Now India is going on the Islamic terrorism – the extremist in India supported morally , physically and also financed by terrorists and the Govts. in neighbouring countries.

India has been fighting terrorism for over half a century. Since independence in 1947, the eastern states have been under the spell of insurgents, abetted by foreign countries. Globally, the impact of terrorism has been increasing since al-Qaeda formed alliances with existing terrorist organizations. The terrorists groups and their functioning is continuing and increasing in number day by day.

There is a need for a heightened alert by the Indian security forces and counter-terrorism agencies. Even with fully equipped police and para-military forces, India will not be able to completely control them. Some times it comes in out mind that this terrorism is a human problem and therefore it requires a human –political solution. India cannot solve the problem of terrorism by standard military means alone. It also needs a silent approach, which will help people focus more on peaceful means of settling differences. Our government and military actions are focusing on introducing practical strategies such as planning, prevention and resolution. These anti-social activities tend to increase but these advanced anti terrorism education can help our country meet the challenging security problems.

But yet there is a fact that we have to remember that – those who are preparing to support the terrorists who want to flourish here from outside , the persons and organizations who are supportive to them and preparing ground for them to flourish in Indian soil should be identified and punished. Hence effective and hard laws should be introduced and to be executed without any political interference, without any consideration to which religion and cast/community they belongs to.

Also, the appeasement policy from time to time by our political parties in lookout of vote bank for them to come to power should be stopped for the national interest. Then only effective control over this menace in a large scale.
