Please go to your local police station an lodge an FIR for your missed Election ID Card, if you have a copy of that lost card produce at police station.
Carry the FIR to local Election Officer, (generally located at local SDM office), if you don't have copy of lost Election Card, tell them your address and polling station name, they would fetch your name and serial number, and you would be given a date for issuance of duplicate ID card easily.
Voters, who have lost their cards, too can get duplicate cards on payment of Rs.15. After verification, duplicate card will be given to those applicants within 10 days.

Hi I do not think voter ID cards are issued online as your photo has to be inscribed there. You must get it in person only. The state government announces issue of new/duplicate ID cards in papers for every locality. You must keep watching the papers to go to the announced place and date to do the needful.

log on to election comission department select your state/ and produce xerox copy of your previous voter id to the officials nearby your place such as taluk office u will get the duplicate voter id soon
